In addition, the Democratic Party, the People of Delivery, and the National Association of Franchise Owners, will be launched on the 15th. The win-win council is planning to sign an agreement that includes information about the public delivery of customers’ information and exposure of stores in the delivery app in order of distance. In the meantime, self-employed organizations have consistently requested, but many of the contents that the people of delivery were reluctant to do were included. For this reason, some have interpreted that the people of Delivery, who felt burdened by the profit-sharing system that the ruling party has recently increased the pressure on, are holding a’white flag’.

○ Win-win Council launched after the Lunar New Year holidays

According to the Democratic Party of the Democratic Party, the Baedal People’s National Association, and the Jeon Ga Association, the Democratic Party, the Baedal People’s People’s Association, and the Jeon Ga Association recently agreed to launch the’Baedal People’s People’s Win-Win Association’. An agreement ceremony is scheduled to be held on the 15th immediately after the Lunar New Year holidays.

According to the agreement, if the customer agrees to provide information in the future, the self-employed and affiliated store owners can check the phone number of the orderer and the number of past orders. Related interest groups, such as the Korea Franchise Industry Association and the Korea Food Service Federation, have constantly requested disclosure of customer information in terms of customer management. However, the people of Delivery have refused because of the possibility of leakage of personal information. It is said that the two sides are currently under the final legal review after the agreement.

Ads on the delivery app are displayed according to the order of distance from the customer. Currently, the people of Delivery are operating two advertising systems:’Open List’, which displays three stores at the top as advertisements, and’Ultra Call’, which lists stores below. Store owners pay 6.8% of the order amount per case for open list and 88,000 won per month for ultra call. Until now, it has been exposed to customers based on not only the distance but also the number of advertisements and the amount of orders, based on the people’s own algorithm. However, through this agreement, the People of Delivery agreed to make the store close to the customer first exposed through this agreement. According to this principle, it is said that they are considering how to specifically configure the app.

This agreement also includes a content that requires prior notification to the store owner of the cost burden when conducting a promotional discount event. Delivery people, affiliated headquarters, and self-employed people should tell in advance what percentage of each of them will be responsible for marketing expenses. In addition, in consultation with the head office, the franchisees were allowed to freely change the menu price within the people of delivery. It also included content to adjust the business area between the franchise and the affiliated store.

Fees and advertising costs were also decided through the council. However, as it is a very sensitive issue, it is said that the agreement will not contain related details.

○The nation of delivery and the imputation cooperative, although it is called autonomy…

Sensitive details related to the revenue and growth of the delivery app business were also included in the agreement. The industry’s evaluation is that the decision to provide customer-related data, which is a core asset of platform companies, has largely retreated as a delivery people. It is an analysis that compared to the existing business model, that distance is the top priority when it comes to store exposure in delivery apps.

The Democratic Party, the People of Bae-ui, and the Jeon Ga-hyup all emphasize that it is an autonomous agreement. However, there are also observations that it is the result of the’arm twisting’ toward delivery platform companies as it was an agreement concluded amid the rise of the issue of profit sharing. Until now, delivery platform companies have been ranked first among the targets of the’Corona 19 Profit Sharing System’. The amount of payment for delivery apps last year was 12 trillion 2008 billion won, a 75% increase from the previous year (6,925.7 billion won). The ruling party has been pressured to say, “Platform companies that benefited from corona should share profits for the socially underprivileged.”

Recently, there was a specific comment within the Democratic Party that “the profit-sharing system is focused on sharing profits with self-employed people and delivery workers” by’platform companies’ that operate online delivery, shopping, and markets. In this atmosphere, observations are made that the nation of delivery, the No. 1 delivery platform market, has no choice but to participate in the agreement.

It is an analysis that a series of pressures from the ruling party forced the delivery platform to give up even important parts related to profit and growth. An official said, “It seems that companies have given up a lot of things to disclose data of enormous value to self-employed people, such as who wants what, how much.”
