President Moon Jae-in picked up the’Ministry of Foreign Affairs Card’ with the inauguration of the Joe Biden administration on the 20th. It is interpreted with the intention of reappointing President Eui-yong Eui-yong (former head of the Blue House National Security Office), who initiated the operation of the “peace process on the Korean peninsula” in the spring of 2018, to resolve the problem of “coordination of North Korea policy” between Korea and the United States. Cheong Man-ho, chief of public communication at the Blue House, commented on the reason for the nomination of the candidate Chung on the same day, “while serving as head of the National Security Office of the Moon Jae-in government for three years, we will discuss and coordinate all issues between Korea and the United States, and North Korea-US negotiations to implement the peace process on the Korean Peninsula, and the denuclearization of the Korean Peninsula. “I was deeply involved in major policies.” In addition, he expressed the expectation that “in the wake of the inauguration of the US Biden administration, we will strengthen the ROK-US alliance and smoothly resolve relations with major countries such as China, Japan, Russia and the European Union (EU).” As explained above, Candidate Chung confirmed North Korea’s commitment to the denuclearization of the Korean peninsula and North Korea-US dialogue through a 4-hour 12-minute interview with North Korean leader Kim Jong-un in Pyongyang on March 5, 2018, and then conveyed this fact to the United States. The first North Korea-US summit was held in Singapore on May 12th. After meeting with President Donald Trump on March 8 of that year, the moment when Jung announced the news of the North Korea-US summit in the darkened front yard of the White House, it is regarded as a’famous scene’ for Korean diplomats. President Moon said at a New Year’s press conference on the 18th that he wants the new administration of North Korea and Biden to resume dialogue with the’Singapore Declaration’ agreed by the North Korean-US leaders in 2018 as a starting point. -In a sense, it can be said that it is a natural outcome to entrust the coordination of US-North Korea policy.

US Secretary of State Blincoln nominated for Trump-style’top-down’ negative

However, the task ahead of Candidate Jung seems to be daunting. Key figures in the U.S. Foreign Affairs and Security Line, such as Chung’s counterpart (counterpart), Secretary of State Tony Blingen, and Deputy Secretary of State Wendy Sherman, have expressed negative views on the Trump administration’s “top-down” approach to North Korea. This is because it does not appear to be positive even for’declaration’. At a hearing on the approval of the Senate Foreign Relations Committee on the 19th (local time), Blincoln reaffirmed the basic principle of reviewing the options available to the United States over North Korea while consulting with allies, including Korea and Japan. At a hearing on that day, he asked whether North Korea supports a step-by-step approach of “relaxing sanctions” in exchange for “proven freeze” on nuclear programs, etc. “The problem is worse. “We will check what options we have, whether increasing pressure on North Korea would be effective in getting it to the bargaining table, and whether other diplomatic plans are possible.” He then re-emphasized the usual opinion of “we will closely consult with Korea and Japan,” our allies. However, regarding humanitarian aid to North Korea, he showed a relatively flexible attitude, saying, “We want to make sure that we are paying attention not only to the security aspect of the equation, but also to the humanitarian aspect.” Earlier, in an interview with the United States (CBS) in October last year, nominee Blincoln pointed out that “President Trump exchanged love letters with the world’s worst dictator and held three empty summits without preparation.” He said, “We need to work closely with South Korea and Japan, and ask China to strengthen its economic pressures to bring North Korea to the bargaining table.” This implies that it will pursue a’bottom up’ through steadfast practical review rather than a’top-down’ bilateral dialogue, and a’multilateral approach’ in cooperation with Korea, China, and Japan.
