The Ministry of Science and Technology and Information and Communication announced on the 9th that as the revised bill of the’Enforcement Decree of the Special Act on the Promotion of Special R&D Zones’ was resolved at the state council meeting, it will implement a special case system for new technology demonstration of special R&D zones as soon as it is promulgated.
The Special Case for New Technology Demonstration in the Special R&D Zone is a special regulatory system that prevents all or part of the relevant regulations from being applied within the Special R&D zone when it is difficult to demonstrate new technology due to existing laws and regulations.
The amendment to the Special R&D Zone Act, which contains special cases for demonstrating new technologies in the Special R&D zone, passed the National Assembly in May of last year, and the amendment to the enforcement decree contained details of the operation of the empirical special case system delegated by the law.
On this afternoon, the Ministry of Science and ICT held a meeting in Daejeon, presided over by Vice Minister Jeong Byeong-seon, to explain the empirical special case system to public research institutes and corporate officials in the special zone, and to listen to opinions on the operation of the system.
All public research institutes, such as universities and donations in special R&D zones, can apply for special cases for demonstration, and small and medium-sized enterprises that wish to transfer public technology to demonstrate can apply jointly with public research institutes.
The detailed regulations necessary for the operation of the demonstration special system were also specified, such as application, designation (detailed examination criteria, etc.), extension of the validity period (existing 2 years + extension 2 years), correction order, and administrative procedures and documents related to cancellation.
It stipulated the obligations of joint management and supervision of the Ministry of Science and ICT and related ministries on whether to implement the special demonstration promotion plan and safety assurance plan, and also stipulated the obligation to purchase liability insurance to compensate for damages arising from the demonstration of new technologies, and the insurance amount standards. .
Minister of Science and Technology Choi Ki-young said, “The introduction of a new technology demonstration special case is meaningful as a cornerstone for the R&D special zone to move toward the cradle of new technology creation.” I will do it all,” he said.
