The aftermath of the’Severe Accident Punishment Act’ (Severe Accident Act), which passed the National Assembly plenary meeting on the 8th after labor, is continuing.

“A burden on management” “Half progress”
The power of the people is the
“What the ruling party pushed forward, I tried hard”

First, in the ruling party that took the lead in dealing with the bill, the opposite voice continued to appear, saying, “It has increased the burden on the management community” and “I could not solve the longing for the labor sector.” With the keynote of’One Team’, it is quite unusual in the Democratic Party.

Rep. Park Ju-min, a member of the National Assembly’s Judiciary Committee, said on Facebook after the ruling and opposition agreement came out in the subcommittee of the law, “It was not enough to comply with the purpose of the law that I had initiated, such as a new provision for exclusion of workplaces with fewer than five employees was created, and the punishment regulations for public officials were deleted. After passing the bill, I will improve it.” Rep. Song Ki-heon also said, “We are far short of meeting the goals of those who initiated it. Please understand that you are taking a step.” Rep. Park Yong-jin, who threw an abstention vote, told the JoongAng Ilbo on the 11th, “Abandonment was a political expression to inform that the severe disaster law was incomplete half.”

On the contrary, many voices from the Democratic Party said that they did not properly consider the corporate reality. Rep. Kim Gyeong-man, former head of the Korea Federation of Small and Medium Businesses, argued, “Last year, the Industrial Safety and Health Act was revised to strengthen the punishment of business owners. Yang Hyang-ja, a former executive at Samsung Electronics, also said, “Only if the business owner fails to fulfill its prevention obligations, it should be punished. For example, companies that entrust safety management to national certification companies should be excluded from the penalty.” Rep. Chang Cheol-min argued, “As the leadership also said that the bill was insufficient, it is urgent to supplement it with legislation and policies.”

The power of the people was told at a meeting with major economic groups on the 11th that “the power of the people opposed (the Major Disaster Act), but how shocked and disappointed how the opposition parties agreed and passed it” was heard. At the’People’s Power-Economic Group Meeting’ on that afternoon, the head of the Korea Employers General Association, Son Kyung-sik, said, “As various regulatory bills pass the National Assembly, companies are in a situation where they will worsen. It’s dark.” “I hope there is no misunderstanding,” said Ho-young Joo, the leader of the People’s Power. “There (the ruling party) pushed. This is how I tried to prevent the worst.”

At the ensuing closed meeting, the people’s power side said that “complementary legislation is possible,” but a re-measurement official criticized that “if the law is not abolished, there will be no change in particular even if the law is supplemented.”
