Just like applying for Internet TV (IPTV) service at a separate fee at home,’special services’ such as remote surgery that require a stable 5G-based network service can be configured separately if certain requirements are met. On the 27th, the Ministry of Science and ICT announced the’network neutrality policy direction in the 5G era (Guidelines on Network Neutrality and Internet Traffic Management)’.
The government has specified the service targets by reflecting the concept of special services used in the European Union or the United States. In the case of connection between devices such as IPTV, real-time medical treatment (remote surgery, etc.) and energy consumption sensors, the EU and the US are recognized as special services if the requirements are met. In this guideline, special services should be △ targeted only for specific users △ provided for specific purposes by guaranteeing a certain level of quality (speed, delay level, etc.) △ Provided through separate networks separated physically or logically from Internet access services It was defined as a service to be used.
In the 5G era, since’network slicing’ is possible, which can split a single network into multiple pieces, it is possible to supply high-quality communication networks to specific areas such as autonomous driving, such as creating bus lanes on highways. However, there have also been concerns that in this case, the quality of the Internet used by ordinary users may deteriorate. The government plans to reduce uncertainty by clarifying requirements so that the 5G-based convergence service can be launched, while at the same time keeping the principle of’network neutrality’ by not damaging the networks of general Internet users.
“There is no disagreement with maintaining the basic principle of network neutrality,” said Nam-cheol Kim, head of the Communications Competition Policy Division of the Ministry of Science and ICT. “He said.
The Ministry of Science and ICT plans to implement the revised guidelines from January next year, prepare a commentary, and monitor the market situation. The government is predicting that not only services that consume a lot of network resources, such as autonomous driving and telemedicine, but also services that use a separate low rate plan in the Internet of Things (IoT) field will be actively created.
