The court decided to allow some of the urban assembly in Section 3·1 with strict conditions. According to law enforcement officials on the 28th, when the Seoul Metropolitan Government prohibited conservative groups from meeting in Section 3 and 1, a total of 10 applications for suspension of execution were filed, of which 3 were cited. When cited, strict conditions were applied, such as limiting the number of participants to the rally to 20 to 30 people and requiring them to have a negative testimony. However, among the cited applications, it was confirmed that the organizers informed the police that they would not hold the rally in front of the Ilmin Museum of Art, where the court allowed up to 30 people.

The court decided that the minimum amount of freedom of expression should be recognized while maintaining most of the assembly bans for quarantine. The request for suspension of execution by the Christian Freedom of Unification Party requesting that the ban on a 1,000-person assembly near the Blue House Sarangchae in March 1 be suspended was dismissed. In addition, the ban on assemblies of 100 members by other groups was maintained.

On the other hand, the South Korean patriotic patrol team partially cited a request to suspend execution of the ban on a 10-person vehicle demonstration against the head of the Seoul Police Agency. The judge said, “If you do not engage in contact with other people, the possibility of spreading Corona 19 is not high compared to outdoor gatherings with less than 10 people,” In addition, the Free Korea Team’s assembly near Gwanghwamun was restricted to 20 people. The judge said, “Even if it falls under the banned place notified by the city of Seoul, it is possible to restrict the holding of the assembly to the minimum extent necessary by examining the situation of the spread of Corona 19 and the specific assembly section, time, and scale.” It was judged to be an essential violation of freedom. Meanwhile, the government warned that it would take reasonable administrative measures if it was discovered that it violated the quarantine rules, saying that it had received 1670 reports of rallies in Seoul city center in Section 3 and 1.
