Controversy over the probability of a game going to the FTC… Will the’probability manipulation original sin’ repeat?

Rep. Ha Tae-gyeong “Request for investigation of 5 games”

Morality is critical when checking the fair order

Loss of justification against’mandatory disclosure of probability

The issue of game probability manipulation, which has recently been controversial in the game industry, is expected to lead to an investigation by the Fair Trade Commission.

The game industry is expected to suffer an indelible blow to morality if sanctioned again due to’original sin’, which was imposed by the Fair Trade Commission for a similar game probability problem three years ago. In addition, there are observations that the reason for opposition to the amendment to the Game Industry Promotion Act (amendment to the Game Act), which mandates disclosure of the probability of drawing items, disappears, and that there is no choice but to surrender.

According to the industry on the 3rd, Congressman Ha Tae-gyeong said, “NCsoft (036570)(NC)’Lineage’ series, Nexon’Maple Story’,’Dungeon & Fighter’,’Mabinogi’, Netmarble (251270) Five games, such as’Everyone’s Marble’, were defined as’probability business 5 major evil games’ and asked for an investigation by the Fair Trade Commission.” The industry caught an emergency.

This is because the FTC investigation, which the industry considered as the worst-case scenario, has come true. An industry official said, “We should have resolved the situation at the suspicion stage, but each company raised the suspicion more due to insufficient explanation,” he said. “I am worried that legal sanctions may be possible if the FTC investigation is conducted.”

The game industry had already been fined three years ago for probability problems. In 2018, the Fair Trade Commission imposed fines of 939 million won and 45 million won respectively on Nexon and Netmarble for violating the e-commerce law. Nexon’s penalty was adjusted to 45 million won last year, but the alleged violation of the e-commerce law was acknowledged. The FTC pointed out that at the time, Nexon indicated that puzzle pieces were “randomly paid out of 1 to 16” at in-game events, but the probability of acquiring some puzzle pieces was as low as 0.5 to 1.5%. Accordingly, the FTC’s position was that users had to pay excessive costs.

According to the standards at the time, the game industry is at a disadvantage this time, as the issue that had already been withdrawn three years ago has not been improved and has emerged again. An industry official said, “The puzzle-type double draw structure is common not only in Lineage, but also in other games, so if the FTC investigation confirms that the probability is uneven, it will have a big impact.” “If the industry is imposed’a pile of fines’ from the FTC, the current game law Rather than’mandatory disclosure of probability’ of the amendment, stronger regulations may be applied.”
