As the high-ranking officials criminal investigation office (Airborne Office) completed the formation of the personnel committee on the 7th, the launch of the’complete’ airlift has accelerated. On this day, Deputy Minister Kim said through his Facebook account, “I will appoint Lee Young-ju, former vice president of the Judicial Research and Training Institute (22nd training institute), as a member of the personnel committee of the Ministry of Public Service, which is the share of the Ministry of Public Service’s recommendation.” After starting his career as a prosecutor in 1993, former vice-president Lee served as prosecutor at the Chuncheon District Prosecutor’s Office, head of the Planning Department of the Legal Affairs Training Institute, and vice president of the Judicial Research and Training Institute.

He is also famous as the ‘Woman No. 2’ prosecutor after Cho Hee-jin, former Seoul eastern district prosecutor. However, at the time of his tenure as Chuncheon District Prosecutor’s Office, he was charged with extorting external pressure on the investigation of’Gangwon Land employment irregularities’ after being investigated by the prosecution.

With the appointment of the former vice-president, the personnel committee (7 members) was also completed for the appointment of prosecutors from the airlift. Previously, on the 10th of last month, former Daejeon District Prosecutors’ Prosecutor Na Gi-ju (22nd training center) and attorney Oh Young-joong (39th) were recommended as members of the ruling party’s recommendation. On the 5th of this month, Kim Young-jong, former Suwon District Prosecutor’s Office Chief Anyang District (23rd term) and Yoo Il-jun, former Suwon District Prosecutor’s Office, Pyeongtaek Branch (21st term), were selected as members of the opposition party’s recommendation. The remaining two personnel members are Deputy Director Kim and Deputy Director Yeo Woon-guk of the Ministry of Public Transport.

Sooner or later, 23 prosecutors will be interviewed by the airlift.

The Ministry of Public Service plans to hold the first personnel committee meeting next week, finalize the screening plan for hiring prosecutors, and proceed with the screening. After that, if the HR committee verifies the interview results and recommends it to President Moon Jae-in within twice the number of recruits, then President Moon decides the final list. Deputy Minister Kim plans to fill prosecutors from the Airborne Department as possible as prosecutors, considering the fact that he and the female deputy were former judges. According to the Airborne Ministry Act, no more than one-half of the 25 prosecutors from the airlift, including the chief and deputy prosecutors, were prosecutors.

After hiring not only prosecutors, but also investigators and spokespersons, the Ministry of Public Affairs plans to initiate’No. 1 investigation’ as early as April. As of now, the case of the illegal departure of former minister Kim Hak-eui, which was transferred by Suwon District Prosecutor’s Office as the most promising candidate, is counted.

As soon as the record review is completed, Director Kim is planning to decide whether to investigate directly or re-transfer to the prosecution. An official of the investigating authority explained that if the investigation is conducted directly, not only the charges of Seoul Central District Prosecutors’ Office Lee Seong-yoon and Prosecutor Lee Gyu-won, who have been transferred, but also the accusation of an accomplice, Cha Gyu-geun, head of the Immigration and Foreigners Policy Headquarters of the Ministry of Justice.

This is because it is more efficient to have a single case in charge of a single case rather than a two-track investigation by the air defense department and the prosecution. Earlier, on the 5th, the court dismissed the prosecution’s request for the warrant, saying, “There is no fear of fleeing or destroying evidence,” after conducting a substantive examination of the arrest warrant for the head of the headquarters on the 5th.

Since it takes a considerable amount of time for the prosecutor and the investigator to be selected, the airlift may pass the case back to the prosecution. Director Kim has professed that “there will not be silenced”.

According to Article 24, Paragraph 3 of the Ministry of Airborne Act, the head of the airlift may transfer the case to the relevant investigating agency when it is deemed appropriate for other investigative agencies to investigate crimes of high-ranking public officials in light of the suspects, victims, and the content and scale of the case.

Up to now, there have been more than 400 cases, such as complaints and accusations received by the Ministry of Public Affairs, and most of them are against prosecutors.
