Choon-seop Park, former head of Public Procurement Service, Professor Hyun-seon Choi, Professor of Myongji University, appointed as the head of the management evaluation team of public institutions

[세종=이데일리 원다연 최훈길 기자] Park Chun-seop (61), former Procurement Service Commissioner, and Choi Hyun-seon (51), a professor at the Department of Public Administration at Myongji University, are expected to lead the management evaluation work of public institutions this year.

According to the Ministry of Strategy and Finance on the 21st, former Commissioner Park Chun-seop will be appointed as the head of the management evaluation team of public enterprises this year, and Professor Choi Hyun-seon will be appointed as the head of the management evaluation team of a quasi-governmental institution. The Ministry of Science and Technology will hold a public institution steering committee presided over by Second Vice Minister Ahn Il-hwan on the 26th to confirm the decision. The evaluation team will be formed soon and will hold a workshop next month and start a full-scale management evaluation. Management evaluation results are planned to be announced by June 20th.

The Director of Management Evaluation of Public Institutions, together with 100 evaluation members, evaluates the management of 130 public institutions, and makes important decisions such as performance pay and recommendations for dismissal of the head of the institution. Since 2019, the management evaluation team of public institutions has been reorganized into a two-level system of the evaluation team of public enterprises and the evaluation team of quasi-governmental institutions.

Commissioner Park, who will serve as the head of the public corporation’s management evaluation this year, received a bachelor’s degree in trade from Seoul National University and a master’s degree in economics from Manchester University in England. After entering public office with the 31st administrative examination, he is a budget expert who has worked hard at the former Ministry of Planning and Budget, the head of the budget general manager of the Ministry of Strategy and Finance, the economic budget examiner, and the budget general review officer. He served as the head of the budget office of the Ministry of Finance from 2015 to 2017 and served as the head of the Public Procurement Service from July 2017 to December 2018.

Prof. Choi, who was named as the youngest quasi-governmental organization’s manager of management evaluation last year, was reappointed and will take the position of manager of management evaluation this year. Professor Choi earned a master’s and doctoral degree in public administration at Yonsei University and a doctorate in policy at the University of Southern California, USA, and served as an assistant professor and associate professor at the University of Northern Florida. He is counted as an administrative and policy expert who served as a member of the Ministry of Public Administration and Security’s Government Innovation Evaluation Team and the State Affairs Coordination Office.

An official in the Ministry of Information and Technology emphasized that “the management evaluation team will be composed of experts from various fields to conduct management evaluation independently, and evaluate fairly through written review, due diligence, and multiple meetings.” Commissioner Park Jeon said, “We will make sure that the evaluation is done well without disruption in accordance with the purpose of the system.” Professor Choi emphasized, “We will create an open evaluation in which the people participate widely in management evaluation.”
