On the 5th, the Chinese government proposed a change in the Hong Kong Special Administrative Region electoral system and announced that it would stop democratic forces in Hong Kong.

According to the South China Morning Post (SCMP), Chinese Prime Minister Li Keqiang said in the government’s work report at the 4th Annual Meeting of the 13th National People’s Congress held at the Beijing People’s Congress, “External forces interfere with the internal affairs of Hong Kong. I will continue to check and prevent what I do,” he said.

Previously, at a press conference on the 4th, Jang Ye-Sui, a spokesman for the NPC, introduced the 10 agendas of the NPC and said that he was reviewing the’decision to improve the Hong Kong Special Administrative Region election system’ in order to realize the principle that’patriots rule Hong Kong.

The reorganization of the electoral system is scheduled to proceed in the direction of eliminating the election of persons critical of China by changing the composition of the electoral corps to elect the Hong Kong executive and the legislative committee members corresponding to the Hong Kong parliament.

According to the SCMP, the composition of the electoral corps, which elects administrative ministers, is first changed by reorganizing the election system.

The electoral corps consists of electors, legislators, and ward council members elected by the 38 electoral committees.

The 38 electoral councils, Jeon In-dae, and Jeong Hyeop are made up of pro-Junior members, and as opposition lawmakers resigned last year, only pro-Jung lawmakers remained.

Accordingly, in order to further ensure the election of the pro-Chinese administrative minister, it is a plan to remove the democratic share of the democratic party by removing the 117 seats that the opposition party secured by winning the congressional election in 2019.

In addition, while the total number of electors is expected to increase from 1,200 to 1,500, the increasing number of electoral groups will be composed of Hong Kong members of professional organizations such as pro-Chinese corporations, social and academic organizations, such as the National Federation of Industry and Commerce of China.

The composition of the legislative assembly is also changed. The number of legislative members is planned to increase from 70 to 90.

Currently, the electoral and functional representative seats of 35 seats each will be reduced to 30, and the electoral team of the administrative ministers plans to elect another 30.

In light of the past proceedings of the NPC’s proceedings, the resolution to change the Hong Kong election system is expected to be passed with a high approval rate through all votes on the last day of the event.

If the election system changes, the legislative election, which will be held last September, is expected to be delayed for another year.

This is because the election of the electoral corps of the executive minister, who participates in the election of legislative members, is scheduled to be held in December.
