Chinese Prime Minister Li Keqiang (李克强) has proposed “promoting the realization of an appropriate fertility rate (fertility),” Hong Kong Myungbo reported on the 7th. He added that China’s Family Planning Act, which restricts the birth of three or more children, is expected to be abolished. Currently, China has been promoting a two-child policy since 2016.

Myungbo said Prime Minister Lee said in a government work report at the 4th Annual Meeting of the 13th National People’s Congress held at the People’s Congress in Beijing on the 5th, “We will try to achieve an appropriate fertility rate.” Prime Minister Lee said, “We will implement a national strategy that will actively respond to the aging population, promote the realization of an appropriate fertility rate, and gradually delay the retirement age.”

He explained that these comments were the first proposals made since the promotion of the two-child policy.

China abolished the one-child policy, enforced in 1978, in 2016 to prevent rapid population growth. Since then, the system has been relaxed so that all parents in China can have two children. Families giving birth to three or more children must be fined.

Myungbo diagnosed that China had pushed the two-child policy so far, but failed to prevent the decline in fertility rates and population aging.

According to Myungbo, a researcher at the University of Wisconsin Madison, Yi Fu Xian, who has been studying China’s population problem for 20 years, said, “According to the results of the 7th China Census to be released next month, China will adjust its population policy. It will disappear into the inside.”

The fertility rate in 2019 is the lowest since the establishment of the People’s Republic of China in 1949.

According to Chinese statistics, the number of births per year from the 16 million range increased to 17.8 million in 2016 due to the two-child policy, but since then in 2017 (17.23 million), 2018 (15.23 million), and 2019 (14.65 million). Continued to decline.

Currently, China’s population is about 1.44 billion, 50 million more than India (about 1.39 billion). The Chinese government is feeling a sense of crisis that if this trend is the case, the number of India’s population in 2027 will overtake China.
