The urban high-tech industrial complex of the Centum District 2, which will transform Busan’s future industrial structure into a high-tech industry, has passed the deliberation of the Industrial Location Policy Council of the Ministry of Land, Infrastructure and Transport. This year, the release of the green belt (GB) in the district and the relocation of defense company Poongsan Co., Ltd. were confirmed, and with this deliberation passed, the land area was finally determined to be 1.192,000m2, and the development project was on track.
The Ministry of Land, Infrastructure and Transport confirmed the 2021 industrial complex designation plan (draft) prepared by each city and province through the Industrial Location Policy Council held on the 30th. In order to build an industrial complex, the project operator establishes a designation plan and submits it to the city or city. Afterwards, the agenda is posted to the Ministry of Land, Infrastructure, and Transport, and once the council passes, each city/province begins the approval process in earnest.

The designation plans raised by each city and province this time are 98 industrial complexes, of which Busan is △Centum 2 district urban high-tech industrial complex △ Jangan general industrial complex support complex (Reus City) △Gangseo Myeongdong 2 general industrial complex △Gangseo Myeongseo general industrial complex 4 fold.
In the case of Centum 2 District, 1,1912,000m2 was approved as the designated plan area, excluding 30,000m2 with high forest conservation value from the originally planned area. This is an urban high-tech industrial complex centered on the fourth industry in the city center, unlike the existing industrial complex that was developed mainly for manufacturing, located on the outskirts of the city. Information and communication technology that will lead the 4th industrial revolution, high-tech marine industry, convergence parts materials, and video and content facilities are expected to be built. The city of Busan plans to make it a representative startup hub in the southern region that responds to the startup ecosystem centered on the metropolitan area, and grow it as a future growth engine that creates good youth jobs. The total project cost is KRW 1.46 trillion, and the city of Busan expects 84,000 jobs to be created through this project.

The Busan Metropolitan City Corporation, which is implementing the Centum 2 district project, plans to complete the establishment of the industrial complex development plan in the first half of next year and obtain approval from the city of Busan by the end of next year. And in 2022, the first phase of construction will begin, focusing on the area around Seokdaecheon, along with site compensation. Poongsan and Banyeo agricultural products wholesale markets, which were incorporated into the project site, are expected to start construction in 2025 as it takes time. Poongsan, which has 53% (1,200,000㎡) of the Centum 2 district’s project site, has confirmed the relocation site in October and is establishing a plan to create an industrial complex in that area. The site for the relocation of the Banyeo agricultural products wholesale market will be confirmed in the first half of next year.
The Jangan General Industrial Complex Support Complex is a project to build apartments and cultural facilities for workers in 12 industrial complexes in Jangan.
Myeongdong 2 and Myeongseo General Industrial Complex passed the deliberation committee of the Ministry of Land, Infrastructure and Transport last year, but this is the place where the project was delayed due to Corona 19, etc. The two are industrial complexes located on the south side of the Jisa Science Complex, and 14 manufacturers, including JH Tech and Myungseo Hi-Tech, participated as project developers to prepare their own factory sites and sell some of them.
In Ulsan, 11 industrial complexes, including the Ulsan KTX station area general industrial complex and the 2nd Gimhae Techno Valley general industrial complex in Gyeongnam, passed the deliberation. The Ministry of Land, Infrastructure and Transport said, “Each city and province will implement their own approval procedures for each industrial complex after publicizing the designation plan for the industrial complex that has passed this time.”
