“Did Kim-kun died by mistake?”

After responding “No,” the candidate Byeon Chang-heum of the Minister of Land, Infrastructure and Transport could not keep up with the cry of Justice Party lawmaker Shim Sang-jeong. It was at a hearing on candidate Byeon at the National Assembly on the morning of the 23rd. Rep. Shim strongly criticized Byun, saying, “This work is to be done by a group of two people, but to cut costs, I left it all to one person.”

On May 28, 2016, the late Kim Gun designated by Congressman Shim was hit by a train while maintaining a screen door alone at Guui Station. In 2016, when Candidate Byeon was the president of SH (Seoul Housing and Urban Corporation), “one by one, an employee of a company entrusted by the metro line under the city of Seoul died by mistake.” “If he took a little care, it could be as if nothing had happened. The minutes of the meeting was recently released.

The opposition party strongly rebelled, saying that candidate Byeon’s remarks left Kim’s death as the victim’s responsibility, neglecting the structural problems of the case. Rep. Shim said, “It is the public sentiment that (candidate Byun) is not more suitable for the government that has put forward the philosophy of state administration that’people come first’.”

At the same time, Rep. Sim also released a recording file of Kim Gun’s mother’s upbringing. In the recording, Kim Gun’s mother said, “The rest of my life is breathing, but I am not living. As a parent, all you can do for your child is to restore our child’s honor. I want to reveal that my child is not wrong.” The people’s strength also criticized candidate Byeon, saying, “I did not have the minimum dignity as a human being, not as a member of the State Council” (Kim Hee-guk), and urged candidate Byeon to resign voluntarily or President Moon Jae-in to withdraw the nomination.

Candidate Byun said at the hearing, saying, “I sincerely apologize to all those who were hurt in relation to what I said during my tenure as president of Seoul Housing and Urban Corporation four years ago. In particular, I would like to apologize to Kim Gun and his family, who died sadly due to the death of a screen door at Guui Station, and to all those who are at risk during this time.” He also bowed deeply.

However, Candidate Byun actively explained to another controversy at the end. During the time as SH president, candidate Byeon held a meeting on a share house, a kind of public housing, and said, “Do people who don’t live at home eat rice because they’re crazy?”

Candidate Byun said, “It is about a shared restaurant in a shared house.” “Our culture does not eat breakfast with people who do not know each other.” It means a remark that came out of the process of discussing how to increase other spaces instead of creating a shared kitchen where strangers can eat together. He said, “It’s too unfair that the poor shouldn’t even eat out,” he said.

In this process, however, candidate Byeon came up with the rumors again, citing a woman as an example of “don’t eat breakfast with people who don’t know each other.” He said, “Women are careful to eat breakfast together because of makeup or something like this.” When the remarks became controversial, Chairman Jin Seon-mi pointed out that “there is a concern that could promote prejudice against women,” and candidate Byeon said, “It seems that there could have been other misunderstandings from the perspective of listeners. I said that that was not the purpose and express my regret.”

Suspicion was also raised that candidate Byeon gave a false answer at the personnel hearing. When asked by Congressman Eun-Hye Kim, “What was the reason for moving the address to Bangbae-dong, Seocho-gu, Seoul in 2004?” Candidate Byun said, “At the time, I became a professor at Sejong University. I lived with my second daughter near my mother-in-law (resident) in Sillim-dong, but the way to work was blocked in the morning. “This is because my mother-in-law has to look after the child. It was Bangbae-dong that I found along line 7 while looking for a distance my mother-in-law could do.”

However, according to Congressman Kim, candidate Byeon’s second daughter left for the United States on August 6, 2004, three days after the candidate completed the notification of moving into Bangbae-dong. After that, I attended elementary school in Wisconsin, USA for about a year.

The opposition party’s hearing committee members are: ▶The daughter of Byeon prepared for admission to a special purpose high school and volunteered at an institution directly or indirectly related to the candidate, or ▶Research service or work to organizations or acquaintances related to the candidate at the time of the office of SH/LH president. They also raised suspicions that they drove them. Candidate Byun explained that “there was no reason to entrust the service to a specific person or organization”.

The ruling party’s hearing committee members argued that most of the allegations raised against Byeon were unfounded suspicions created by the opposition party and some media. “I will check the facts of the fake news distributed during the hearing process” (Junho Chun) “Or, the suspicion of a horse-sick dish is grim” (Jung-bok Moon) (Kim Hoi-jae) was an expression.

“Candidate Byun is known as an expert on housing and urban issues. (Regarding construction site safety issues) If we increase the number of due diligence by strengthening the site activities, it will have a good effect” (Kim Yoon-deok) advocated. Open Democratic Party lawmaker Kim Jin-ae, who is classified as a pan-passport, praised “Candidate Byeon Chang-heum, in a word, as the first Minister of Land, Infrastructure and Transport from an expert.”
