On the 4th, announced a plan to expand the public-led 380+ metropolitan area housing supply

On the morning of the 4th, the government jointly announced a plan to expand the 380+ metropolitan area housing supply led by the public. The plan announced on this day is the first since the inauguration of Minister Byeon Chang-heum of the Ministry of Land, Infrastructure and Transport, and the 25th plan by the Moon Jae-in administration.

The government is proud of its 2·4 real estate measures. At the briefing held at 10 am, Hong Nam-ki, Deputy Prime Minister of Economy and Finance and Minister of Strategy and Finance, assessed the supply measures as “supply shock level” and assured the real estate market stability.

Minister of Land, Infrastructure and Transport Byun Chang-heum also emphasized that “the 3rd new city supply plan, the Seoul metropolitan area supply plan, and the current supply plan will supply more than 2 million new homes.”

◆ 836,000 issues for 5 years… Spurring urban public housing complex project

The government announced that it will supply about 616,000 units in the metropolitan area (323,000 units in Seoul, 293,000 units in Incheon and Gyeonggi) and about 220,000 units in the five metropolitan cities. It is a total of 836,000 units.

First of all, 300,000 units will be released through the urban public housing complex project and small-scale redevelopment. In the case of the urban public housing complex project, in the case of station areas, semi-industrial areas, and low-rise residential areas, the main goal is to implement the’Fast Track’ led by the public, but through a public-private joint implementation and collaboration method. 70~80% of the total supply is made up of public sales, and 20~30% is made up of public leases and public ownership.

Specialized development for each location is also carried out. The floor area ratio increases to 700% in the station area and 500% in semi-industrial areas. Existing residents are guaranteed a 10 to 30 percentage point higher rate of return than their own projects. The development profits exceeding the rate of return are redeemed and used to expand living SOC, support tenants, and public leases for the socially disadvantaged and private housing.

◆ Supplied 136,000 units through public direct implementation maintenance projects

In addition, the government will supply 136,000 units in total, including △ 93,000 units in Seoul, 21,000 units in Gyeonggi-do and Incheon, and 22,000 units in local cities for five years as a public direct implementation maintenance project. In the case of a private maintenance project, it takes 13 years from designation of a maintenance area to relocation, but the government explains that this period can be reduced to within 5 years if the public directly implements it.

The government allowed public corporations to apply to local governments for independent enforcement upon request of a majority of members, and decided to omit the general assembly and administrative disposition approval steps. When the public direct implementation project is approved, it will also introduce integrated deliberation to support rapid licensing.

City/building regulations to improve business feasibility will be relaxed. The level 1 increase in the use area or 120% of the legal upper floor area ratio is applied. If it is difficult to apply the vertical increase or the legal upper floor area ratio due to location conditions, it is guaranteed at least 1.5 times the previous number of households (1.3 times for redevelopment). If necessary, the number of floors will be eased, and changes to the urban master plan will be promoted in the second half of this year.

◆ Promote urban regeneration housing supply and secure new public housing sites

Housing supply is also achieved through urban regeneration. △Seoul 8000 units △Gyeonggi-Incheon 11,000 units △Local metropolitan city 11,000 units total 30,000 units. It was decided to introduce a New Deal project specialized in residential regeneration, and to rearrange redevelopment and reconstruction within and outside the urban regeneration area. Restricted accommodation method (2/3 consent of residents) is applied, and government support for infrastructure and living SOC installation is applied.

The government is also planning to secure about 250,000 new public housing sites in 15 to 20 places nationwide. The metropolitan area is planned to be developed in consideration of development conditions, such as traffic conditions, around Seoul or areas with good accessibility to Seoul. An additional 13,000 units will be supplied to the planned areas of the Happy City in Sejong City, and target sites will be selected around the five metropolitan cities.

However, Minister Byeon drew a line that the new public housing site was not the fourth new city. He said, “You can understand that the amount of this announcement was added to the 3rd new town,” and gave a nuance of expanding the 3rd new town that was already announced.

The government plans to select candidate sites in consideration of location conditions, and to determine and announce specific locations and supplies during the first half of the year through designation proposals and consultations with local governments. Along with the location selection, transportation plans (drafts) to improve the transportation system are expected to be prepared.
