Standardization and systematization of standards and methods for calculating energy savings effect
Exemption from energy diagnosis upon achievement of tax deduction and reduction of installation investment cost
[지앤이타임즈]A national standard system of state-of-the-art ICT systems in which sensors attached to major spaces and facilities in buildings collect and analyze energy use data in real time and manage energy consumption will be established.
The Ministry of Trade, Industry and Energy announced on the 18th that it has confirmed and announced the enactment of the National Standard (KS) of the’Building Energy Management System’ (BEMS), which systematically and optimally manages building energy consumption through data.
In January 2017, the government made it mandatory to install BEMS in large public buildings with a total floor area of 10,000 m2 or more, and promoted the spread of this system.
However, since the data management system is different for each supplier, it has been difficult to obtain data compatibility and exchange between companies, and it has been evaluated that it is difficult to calculate the objective introduction effect of BEMS due to the lack of a systematic verification method for energy saving effects.
In order to overcome such limitations, the government completed and announced the national standard enactment bill for BEMS through public hearings, expert opinions, and technical deliberations.
◇ Standardization of data measurement points and savings calculation criteria
The notice enacted this time suggested measuring points and collection methods for essential data that affect energy consumption in the data collection stage.
This is a measure to enhance cost-effectiveness by preventing data omission and unnecessary collection, and to enhance the real-time linkage of data by enabling information compatibility between devices.
Data reliability can also be secured by standardizing the storage codes of data collected in the data analysis stage and defining the management method of analysis information such as data type, unit, and verification.
Systematic and objective performance analysis was also possible by standardizing the standards and methods for calculating energy savings effect at the data utilization stage.
This is because it is possible to establish a building energy use standard value before BEMS construction by reflecting outside air conditions or changes in occupancy conditions, and to calculate the overall energy savings compared to energy use after BEMS construction.
Regarding the enactment of this notice, the Ministry of Industry evaluated that it is meaningful that it has constructed a detailed standard system for overall BEMS data management in the absence of international standards related to BEMS.
It is also expected that the spread of this system will accelerate by establishing the data management system of the BEMS industry as a standard and laying the foundation for objectively checking the energy saving effect through BEMS.
“The ICT-based energy management system is a key means for improving energy efficiency in the building sector, which accounts for about 20% of the total domestic energy consumption,” said Young-Jun Joo, head of the Ministry of Trade, Industry and Energy. It is an opportunity to promote it as an international standard in the year, and it is expected to be an important step toward the realization of carbon neutrality and the spread of energy conversion in 2050.”
Meanwhile, the Ministry of Industry is planning to distribute the newly enacted national standard technology guide to BEMS suppliers and building owners, and conduct industry technology exchange meetings and training for professional manpower training.
The support system for spreading BEMS will also be strengthened, such as tax credit for investment expenses when installing BEMS and exemption from mandatory energy diagnosis when achieving energy savings.
As part of this, when investing in tangible assets for business, such as machinery, basic 1-7% of expenses are deducted from income tax or corporate tax, and when energy savings of 4-5% or more are achieved through BEMS operation, mandatory energy diagnosis is exempted.
