The government has finalized a national standard enactment bill for the’building energy management system’. The aim is to increase energy efficiency in the building sector by standardizing data management and systems.

The Ministry of Trade, Industry and Energy announced on the 17th that it will confirm the KS enactment bill for the’Building Energy Management System (BEMS)’ and announce it on the 18th.

BEMS is an information and communication technology (ICT) system that collects and analyzes energy use data in real time through sensors attached to major spaces and facilities in a building and uses it for energy consumption reduction.

Until now, the government mandated the installation of BEMS in public buildings with a total floor area of ​​10,000 square meters or more, but the data management system was different for each BEMS supplier, making it difficult to interchange and exchange data between companies. Accordingly, the government standardized data management and performance analysis systems, such as data collection, analysis, and utilization, throughout the entire operating cycle, and made it possible to objectively check the energy saving effect.

An official from the Ministry of Industry explained, “It is meaningful to have a detailed standard system for overall data management in the absence of international standards related to BEMS.”

The Ministry of Industry will distribute a technical guide reflecting this standard to BEMS suppliers and building owners. When installing BEMS, tax reductions and incentives are provided. When investing, 1~7% is deducted from income tax or corporate tax, and when energy savings of 4~5% or more are achieved, mandatory energy diagnosis is exempted.

“The ICT-based energy management system is a key means to increase the energy efficiency of the building sector, which accounts for about 20% of the total domestic energy consumption,” said Joo Young-joon, head of the Ministry of Industry’s Energy Resources Division. .
