Subway Line 9 will be extended to Wangsuk New Town in Namyangju, Gyeonggi-do, the largest of the 3rd new cities in the metropolitan area. It passes through Gangdong and Hanam in Seoul, and goes through Wangsuk 1 and 2 districts. In Goyang Changneung New Town, a new railroad line (Goyang Line) leading to Saejeol Station in Eunpyeong-gu, Seoul will be laid, and the metropolitan area metropolitan express train (GTX) line A will be built.

The Ministry of Land, Infrastructure and Transport’s Metropolitan Area Transit Committee (Daegwangwi) announced measures to improve wide area traffic in Wangsuk and Changneung New Towns on the 29th. The main goal is to expand public transportation investment to allow 30 minutes commuting to downtown Seoul.

◆Wangsuk New Town Line 9 extension

Line 9 will be extended to Wangsuk New Town (66,000 households), the largest among the 3rd new towns. It is a project to extend the 4th stage project of Line 9, which ends at Gangil Station in Gangdong, to Hanam~Namyangju. The Dasan New City is lined up with the current district, Wangsuk 2 district and Wangsuk 1 district. A total project cost of 1.5 trillion won is expected to be invested. An official from the Ministry of Land, Infrastructure and Transport explained, “The route and location of the station are determined in the process of the follow-up procedure.” This announcement only presented a rough project direction.

If Line 9 is extended to Wangsuk New Town, accessibility to Gangnam, which was considered a weakness, is expected to improve significantly. The Ministry of Land, Infrastructure and Transport predicted that the travel time to Gangnam Station, which previously took about 70 minutes, will be shortened to 45 minutes.

In addition, the history of the Gyeongchun Line and the Gyeongui Jungang Line will be newly established in Wangsuk 1 and 2 districts respectively. In the case of Gyeongchun Line Station, which is newly established in Wangsuk District 1, it will be transferred to the GTX-B line. The Byeolnae Line, an extension of Line 8, extends from Byeolnae Station to the Byeolnae District and meets the Jinjun Line.

The ground road network will also be expanded. 32 billion won is reflected in the public transportation improvement project on the north riverside road that runs to Gangbyeon Station in Seoul. The goal is to shorten the travel time between Wangsuk and Riverside by about 30 minutes by having a bus passage system using a central separation zone. The expansion of Olympic Expressway and the construction of the Gangil Interchange (IC) bypass will also proceed. It is also planning to promote the establishment of a new Han River bridge to diversify traffic demand along the Han River. A total of 2.3 trillion won will be invested in 18 projects including subway extension.

◆New route to Changneung/GTX

Changneung New Town (2.2 trillion won), the second largest of the 3rd new towns, will invest 2.2 trillion won in 16 projects. Among them, 1.4 trillion won will be spent on the urban railway project from Eunpyeong-gu, Seoul to downtown Goyang. It is a line connecting Goyang City Hall from Saejeol Station, which is a transfer station for Subway Line 6 and West Line. Along with this, the establishment of Changneung Station on the GTX-A line is being promoted. It is to add a station between the previously planned Daegok Station and Yeonsinnae Station.

On the ground, bus lanes will be installed to link the BRT (arterial express bus system) and a wide area bus transportation system improvement project will be promoted. The plan is to install a transfer facility at Hwajeon Station and connect BRT and railroads. In addition, expansion of Seooreung-ro, a new connecting road, and expansion of Gangbyeonbuk-ro were planned.

The plans for these projects, in which LH (Korea Land and Housing Corporation) invests contributions for metropolitan transportation improvement, are confirmed through a preliminary feasibility study by public institutions. Compared to the financial business that considers economic feasibility, the process is on the quick side. In the case of the railway project, the Ministry of Land, Infrastructure and Transport plans to start construction in 2024 and complete it in 2028.

Measures to improve wide-area traffic for Incheon Gyeyang New City and Bucheon Daejang New City are scheduled to be deliberated on the 30th. In the case of Gyosan New Town in Hanam and the Gwacheon District in Gwacheon, where traffic measures were confirmed in May, it is planned to promote the licensing procedure for each project in the first half of next year. An official from the Ministry of Land, Infrastructure and Transport said, “We plan to implement the design as soon as possible, such as placing an order first.”
