This year, five places, including Gyeonggi, Gyeongnam, Busan, Ulsan, and Jeonbuk, were preliminarily selected as’industrial complex large-scale areas’. It is a region with Banwol and Sihwa National Industrial Complex, Changwon National Industrial Complex, Myeongji and Noksan National Industrial Complex, Mipo National Industrial Complex, and Gunsan National Industrial Complex as base industrial complexes, respectively. The goal is to make these old national industrial complexes a Korean version of the New Deal and a carbon-neutral innovation base.

Ministry of Land

On the 24th, the Ministry of Land, Infrastructure and Transport and the Ministry of Trade, Industry and Energy held the’Competitiveness Enhancement Committee of the Old Base Industrial Complex’ and made this decision. As for the smart green industrial complex, three base industrial complexes in Busan, Ulsan and Jeonbuk were selected.

The industrial complex large-scale project is a local job creation project that intensively supports old industrial complexes as regional industrial innovation bases in response to changes in the industrial environment such as the stagnation of the traditional manufacturing industry and the Fourth Industrial Revolution. Regional governments will use regional base industrial complexes (smart green industrial complexes, etc.) as hubs to create major industries and jobs.

After that, when an industrial complex innovation plan is established by tying linked industrial complexes or urban areas, the central government designates it through evaluation. Over the next three years, the budget of related ministries will be invested intensively to foster and support them. Five regions are selected every year from 2020 to 2022.

In the industrial complex in the Gyeonggi region, it will create 10,000 jobs for three years and increase production by 5 trillion won by fostering the cutting-edge ICT convergence subsidiary industry such as future mobility, next-generation semiconductors, and smart root technology. The plan is to foster 99 small hidden champions.

Foster the future mobility industry in Gyeongnam as well. Busan aims to establish a global supply base for future vehicles and eco-friendly ships, and to achieve an eco-friendly and smart logistics base in Northeast Asia. Ulsan focuses on fostering the hydrogen electricity and self-driving car industry, and Jeonbuk focuses on convergence technology-based projects.

Through this, the government aims to create 10,000 jobs in each region, increase production by up to 510 trillion won, and foster up to 120 small and medium-sized small enterprises.

In the future, 10 ministries, including the Jobs Committee, the Ministry of Land, Infrastructure, and Industry, will promote multi-ministerial convergence support, such as smarting industrial complexes, improving the environment, and improving startup and employment conditions. After reviewing the adequacy of detailed projects of cities and provinces, the area for large-scale industrial complexes will be finalized in December.
