Seongnam City High School is located on the right side of Gyeongbu Expressway in the direction of Seoul from Pangyo New Town in Seongnam City, Gyeonggi-do. On the 8th, the last sale complex, Pangyo Valley Xi, accepts the subscription. The pre-sale price is 24 million won per 3.3㎡. The highest transaction price for the same housing type that moved in to the same high district last year was 1,345 million won last month.

Following Pangyo Valley Xi, a public sale apartment in the same Seongnam area Wirye New Town will take over the subscription baton on the 12th. The pre-sale price of 84 square meters is 700 million won, an average of 23 million won per 3.3 square meters. The highest actual transaction price in the surrounding market is 1.59 billion won.

Planning to sell 230,000 households in the new year

Lotto, which is much cheaper than the price around the New Year, is expected to hit the pre-sale market.

It seems that there are not many pre-sale quantities this year. Jikbang said on the 3rd, “The estimated quantity of sales in the country for the new year was surveyed to 230,000 households,” and predicted that some companies couldn’t set the sales schedule and actually increased. As the market outlook is uncertain due to the government’s high-intensity regulations, the number is about 20% less than last year as companies have conservatively set up business plans.

Even if the volume decreased, the lottery expectations of those waiting for subscriptions increased. This is because the pre-sale price regulation has become stronger. In private residential areas such as Seoul, high-limit apartments, in which the sale price is determined only by land price and construction cost, are coming out in earnest. In the regulated areas, which were greatly expanded to local small and medium-sized cities in December of last year, the Housing and Urban Guarantee Corporation (HUG) reviews and manages sales prices.

The sales of the reconstruction complex in Gangnam, Seoul, which had been stagnating due to the tug of war, is expected to rise to over 1 billion won. The last minute quantity comes out from the popular public housing site that heated the pre-sale market. In the second half of the year, pre-registration for the 3rd new town begins.

According to the industry, 9,000 rebuilt apartments are planned to be sold in Gangnam 4 districts (Gangnam, Seocho, Songpa, and Gangdong-gu) next year. It is the largest ever in general sales for reconstruction.

In Seocho-gu, Banpo Sinbanpo 3rd, Gyeongnam and Sinbanpo 4th district, Bangbae 5 and 6 districts, and Jamsiljinju and Munjeong-dong 136 districts in Songpa-gu are preparing for sale. The reconstruction complex of Dunchon Jugong, Gangdong-gu, which is a mammoth complex of 12,000 households, is also scheduled to be sold.

Sinbanpo 3rd, Gyeongnam and Dunchon Jugong have already begun construction and are in full swing. The pre-sale was delayed due to weighing against the HUG-regulated pre-sale price and the upper limit price.

Sinbanpo 3rd and Gyeongnam are undergoing pre-sale approval procedures at a ceiling price of over 50 million won per 3.3㎡. The surrounding market price goes up to 100 million won per 3.3㎡ based on 84㎡. Even if the pre-sale price is 55 million won per 3.3 ㎡, the pre-sale price of 84 ㎡ is about 45 million won per 3.3 ㎡. There is a difference of 1.5 billion won from the market price.

The industry sees the pre-sale price at 30 million won per 3.3㎡ if it is sold under the upper limit of Dunchon Jugong Island. The Olympic Journalist Village in Bangi-dong, Songpa-gu, across the street, is 50 million won per 3.3 ㎡, which is about 20 million won per 3.3 ㎡.

It is the end of sales in public housing sites that caused a subscription blast last year. In addition to Wirye New Town, private houses are sold in Gwacheon Knowledge Information Town and Godeok Gangil District, Gangdong-gu, Seoul.

Last year, the simultaneous pre-sale of Gwacheon Knowledge and Information Town was in the range of 23 million to 24 million won per 3.3㎡. The market price of a new apartment in Gwacheon city center is about 50 million won per 3.3㎡. The 84㎡ pre-sale price and the market price gap exceed 800 million won.

The sale price of private housing in Godeokgangil District, which recorded a competition rate of 255.5 to 1 at the end of last year, was around 22 million won per 3.3 sqm, and 84 sq.m was 700 million won. The housing type, such as a new apartment housed in the neighborhood, exceeded 1 billion won last month (1 billion won).

Gwangmyeong redevelopment zones are preparing for sale as an upper limit apartment for private housing in the metropolitan area.

Resale limit 10 years, residence duty 5 years

The dark horse of the pre-sale market next year is a pre-subscription for the 3rd new town starting in the second half. The government announced measures to supply the metropolitan area in September last year, and announced that it would pre-subscribe 30,000 households in the second half of this year.

This is a third of the annual average pre-sale volume (95,000 households) in the metropolitan area from 2017 to 19. These are the 3rd new towns such as Changneung in Goyang, Daesang in Bucheon, Wangsuk in Namyangju, and Gyosan in Hanam, and the Gwacheon district in Gwacheon. There is almost no supply in Seoul.

The obstacles to selling the lotto are the resale limit of up to 10 years and the duty to live for up to 5 years. If it is less than 80% of the surrounding market price, the resale limit is 10 years and the residence obligation is 5 years (private housing 3 years). The obligation to reside in private housing is applied from the complex that applies for approval for sales after the 19th of the following month.

Since it is based on the whole area, not just new apartments around the pre-sale complex, the resale period may actually be shorter than concerns. Although the pre-sale price of Pangyo Valley Xiga is around 60% of the market price of a new apartment nearby, the resale period is 8 years, which is 80-100% of the price of the surrounding market. As the local government pre-sale price deliberation committee selected the entire Seongnam city as the surrounding area, the surrounding market price went down.
