Due to the land speculation by LH (Korea Land and Housing Corporation) employees, the follow-up legislative work of the ‘2·4 Measures’, which contains plans to expand large-scale supply such as new cities, has been put on hold. It has become difficult to implement public-led maintenance projects, which are the core of the countermeasures, as scheduled. It is also bad news that the Minister of Land, Infrastructure and Transport Byun Chang-heum, who commanded the countermeasures, was virtually stiff, and LH, who was in charge of the countermeasures, lost trust. It is pointed out that the second and fourth measures to supply 830,000 households nationwide, including 320,000 households in Seoul, are shaken at their roots.
Inevitable disruption to legislation following the 2·4 countermeasures
According to the Ministry of Land, Infrastructure and Transport and the National Assembly on the 14th, the subsequent legislative work to promote the 2·4 countermeasures is disrupting. Initially, the party set a policy to pass a follow-up bill within this month in the National Assembly, and to enforce it before June after amendments to the enforcement ordinance, etc. However, it was confirmed that the relevant bill was not even presented at the general meeting of the National Assembly’s Land, Transport and Transportation Committee held on the 12th.
The key to the 2·4 countermeasure is to catch a surge in house prices by supplying a large number of new apartments to the city center on the initiative of the public. Public-led development is largely divided into’city center public housing complex project’ and’public direct implementation maintenance project’. In both development methods, LH will be the developer. The party government has proposed amendments to the’Public Housing Special Act’,’Urban and Residential Environment Improvement Act’, and’Special Act on Revitalization and Support for Urban Regeneration’, etc. in order to expedite the second and fourth measures.
However, it seems difficult for LH to play a leading role ahead of reorganization at the level of’dissolution’. There is also a prospect that the legislative work will proceed only after the reorganization of the organization is completed, and the process of the bill may be delayed. An official from the National Assembly said, “As the speculation suspicion case prolongs, it would be realistically difficult for LH to follow up on the second and fourth countermeasures,” he said. “Considering the remaining National Territorial Commission schedule, it is not easy to conceive this month.”
It is also bad news that Minister Byeon, who led the design of the 2·4 countermeasures policy, was virtually stiff. The Blue House’s intention is to complete the basic work of the 2 and 4 countermeasures while serving as the’Minister of Time’, but there are observations that it will be difficult to carry out the normal business.
It is also burdensome that the LH president’s vacancy continued for a considerable period of time as the Ministry of Land, Infrastructure and Transport decided to receive candidate nominations again on the 12th. The Ministry of Land, Infrastructure and Transport asked the LH Executive Recommendation Committee to re-recommend the candidate for president, saying, “There is no competent competent capable of responding seriously to the current situation of LH.” The position of LH president has been vacant for the third month since Secretary Byeon’s retirement.
New Public Housing Designation Map’Red Light’
It is unclear whether the selection of the second new public housing site (new city) scheduled for next month will be done properly. This is because speculation is being caught not only in Gwangmyeong Siheung New City, where suspicions have been raised, but also in Gimpo Gochon, Gyeonggi Province, and Gambuk, Hanam, which were mentioned as promising new candidates. One real estate expert said, “The Ministry of Land, Infrastructure and Transport announced that it will disclose the location of the second new public housing site with a scale of 150,000 households next month, but it will not be easy as Gwangmyeong Siheung and others are demanding withdrawal of the designation.”
The five 3rd new town development projects already announced, such as Hanam Gyosan and Namyangju Wangsuk, which will start pre-subscription in July, may also not go smoothly. The’National Solidarity Countermeasures Council for Public Housing Districts’, composed of 65 landlords of public housing districts nationwide, held a press conference on the 10th and insisted that “the 3rd new city should be abolished and the ongoing procedure for accommodating and compensating new cities should be stopped.”
Namyangju Wangsuk, Goyang Changneung, and Bucheon Captains could not even initiate consultations for land compensation. When the government unveiled its policy to reorganize the entire land compensation system, local residents are protesting, saying, “The amount of land compensation can be greatly reduced.” Sim Gyo-eon, a professor at Konkuk University’s real estate department, said, “Until the Ministry of Land, Infrastructure and Transport and LH heads are decided and the speculation suspicion investigation is completed, the driving force for the second and fourth measures will inevitably weaken.” I am concerned that I may lose.”
