The convictions came out one after another for those who violate the guidelines for self-isolation of the novel coronavirus infection (Corona 19). The court imposed heavy penalties for violating self-isolation measures several times or for the more people who contacted them.

Law, aggravated punishment for the number of churns and contacts

Mr. A arrived from China on June 23rd. About ten days before he entered the country, a coronavirus outbreak occurred in a wholesale market for agricultural and fishery products in China. Mr. A received a notice of self-isolation from June 24 to July 7. Two days before self-isolation was lifted, Mr. A wore a mask and went to the mart in front of the house. It was the only violation during the containment period. The Infectious Disease Prevention Act stipulates that if caught violating the guidelines for self-isolation, imprisonment for up to one year or a fine of up to 10 million won. On the 23rd, the Seoul Southern District Law fined 2 million won on Mr. A, who was accused of violating the Infectious Disease Prevention Act. The court explained that “visiting a multi-use facility in violation of self-pricing is not a light offense.”

Like Mr. A, even if he goes out once, for a while, for unavoidable reasons, it is common to receive a fine of 2 million won for violating the Infectious Disease Prevention Act. The Seoul Southern District Law sentenced Mr. B to a fine of 2 million won for violating self-isolation measures in Yangcheon-gu, Seoul in August. University student B went out to buy stationery for 20 minutes just before the quarantine was lifted (April 10) to make assignments to be carried out to school immediately after the quarantine measures were lifted.

The same is true even if you do not leave the apartment. The Daejeon District Law fined 2 million won on Mr. C, who lives in Sejong City on the 21st. He took a walk in the apartment stairs and elevator for one minute after receiving a notice of self-isolation from the Sejong City Health Center in August. Judge Park Joon-beop, Daejeon District Court’s 5th criminal justice, explained the reason for the ruling, “The defendant is reflecting on his wrongdoing, but neglects national efforts to prevent the spread of Corona 19.”

Violation of self-isolation measures may result in heavier penalties if there are many contacts or visits to several places. On the 20th, the Gwangju District Court sentenced D, who was charged with violating the Infectious Disease Prevention Act, to a fine of 5 million won. Mr. D, who was notified of self-isolation on September 6-17, visited cafes. The Gwangju District Court sentenced E, who was charged with the same charges, to four months in prison and one year probation. Mr. E, who was notified of self-isolation on August 13-26, ate at a restaurant on August 14, right after the notification of self-isolation. Cafes and restaurants where you can eat food are considered to be the main route of the spread of Corona 19.

For Mr. F, who went to the beach from home during self-isolation, and Mr. G, who visited the sauna, the court also sentenced him to four months in prison and one year probation. On July 26, from 10 am to 5 pm, Mr. F broke the self-isolation guidelines and visited the coast of Goheung, Jeollanam-do. From May 14th, Mr. G has traveled around Songpa-gu, Seoul, including saunas for two days. The ruling was influenced by the fact that many people were in or out of places visited.

If you run away from a situation where you are caught violating self-isolation, you may be subject to imprisonment. The Uijeongbu Police Station arrested Mr. H by tracking the mobile phone signal of Mr. H, who had left his home without permission on April 14th. After being discharged from the Catholic University’s Uijeongbu St. Mary’s Hospital in early April, he violated self-isolation measures because he was frustrated. Caught by the police, he was quarantined in a shelter in Yangju, Gyeonggi-do. However, on the 16th of the same month, he again left the containment facility without permission. The Uijeongbu District Law sentenced him to four months in prison.
