The Seoul Metropolitan Government announced on the 28th that it has finalized the preliminary negotiations held since April last year with KORAIL, the owner of an idle railway site in 122 Bongnae-dong 2-ga, Jung-gu, and Hanwha Consortium, a business operator, and finalized the’Seoul Station North Station Area Development Plan’.

The pre-negotiation system is a system in which the public and private businesses establish specific development plans and change urban plans through prior negotiations for large-scale development sites of 5000 m² or more. As a result, the’Seoul Station North Station Area’ development project, which has been drifting for 13 years, is on track.

The development plan is to change the usage area (type 3 general residential area → general commercial area), floor area ratio system (up to 800% floor area ratio or less), building use (MICE, business, sales, accommodation, etc.) and height (120m, 150m in case of relaxation), It contains infrastructure plans, etc.

The Seoul Metropolitan Government plans to enhance the role and status of Seoul Station through the Seoul Station Northern Station Sub-area project, and to rebuild the old area by linking with the’Seoul Station Area Area Regeneration Activation Project’.

This convention facility has a total floor area of 24403m2 or more. ▲One conference room that can accommodate more than 2000 people ▲15 small and medium conference rooms that can accommodate more than 30 people ▲It will be built as an international conference-level facility with an exhibition hall and banquet hall of 2000㎡ size.

Along with convention facilities, hotels, sales, and business facilities will also have a gross floor area of more than 50%. Officetels with 700 households will also be built within 30% of the total floor area.

Until now, convention facilities such as COEX and SETEC were mainly concentrated in the Gangnam area. When convention facilities are built in the Gangbuk area of downtown Seoul, it is expected that the effect of balanced regional development will be achieved.

The city of Seoul will install public and infrastructure facilities for local residents using approximately KRW 220 billion of public contributions from development projects. A new pedestrian path connecting Seoullo 7017 and the northern station area, the northern station area, and the Seoul Station Plaza and Seosomun History Park will be created to resolve the regional disconnection.

In addition, it is planning to create a synergy effect for urban regeneration by creating a 5880m2 Cheongpa Park in the urban regeneration area. Construction will start next year as early as next year, and will be completed in 2026 when the city management plan change and construction licensing procedures are completed after deliberation by the Urban-Building Joint Committee (city management plan drafting and decision).

“Now Seoul Station is a national central station and an international gateway to the future, and it is the time when it needs to be changed,” said Cho Nam-joon, head of the city planning department. He then emphasized, “We will make efforts to transform the northern station area into a regional landmark that harmonizes with the surrounding history and culture and contribute to vitalizing the local economy.”
