In connection with the unauthorized cutting of 128 juniper trees in the former Chungnam-do government office in Seonhwa-dong, Jung-gu, Daejeon Mayor Huh Tae-jeong (the Democratic Party of Korea) said, “I am sorry for causing disappointment and worries to citizens.”

Mayor Heo said at a press briefing on the morning of the 23rd, “I will promptly and thoroughly investigate and inform the citizens about the immature juncture and various suspicions related to the unauthorized cutting of juniper trees and the remodeling of Chungnam Provincial Office buildings.” If the problem is revealed through the investigation, I will strictly take responsibility.”

Mayor Huh said, “We will operate the system so that the new audit chairperson does not intervene in the audit process,” saying, “We will provide additional support to audit experts to ensure that the audit proceeds fairly. I will do it.” In the second half of last year, when a new audit committee member worked as the director of the local community, juniper trees were removed and the former Chungnam Provincial Office building was damaged for remodeling.

The manager of the local community A, who supervised the project, expressed his gratitude to Mayor Heo on the 22nd. Manager A was appointed as the head of a local community in Daejeon as a public official with a term of office (two years) in March 2019. This position can be extended to a total of 5 years depending on the work performance. Born in a civic organization, he previously worked as the center director of the Daejeon City Social Capital Support Center. The Social Capital Support Center is located in a building attached to the former Chungnam-do government office where remodeling is being carried out.

The city of Daejeon replaced Director B of the Regional Community Bureau for the responsibility of cutting juniper trees and for the unreasonable remodeling of the former Chungnam-do office building. However, the deterioration of the building for the removal of juniper trees and remodeling occurred when Director B’s predecessor (currently a member of the audit committee) worked, resulting in inappropriate personnel controversy.

Previously, Daejeon City started a project to create a’communication cooperative space’ for a building attached to the former Chungnam Provincial Office in Seonhwa-dong, Jung-gu, from June of last year, and cut 128 juniper trees owned by Chungnam-do without permission. The main content of the communication cooperation space project is to remodel the old Chungnam-do government office buildings such as Mugigo-dong, Seongwanwi-dong, and Post Office-dong.

The Social Capital Support Center and Social Innovation Center will be located here, and a shared kitchen, cafe, and gallery will be installed. The project cost is 12.35 billion won. The facility cost is 6.35 billion won, and the remaining 6 billion won is the program operation cost. Daejeon City explained, “The communication and cooperation space is a place where citizens directly participate and discover ideas to solve local problems.”

For remodeling, Daejeon City actually did major repair work to tear down the inside of the building attached to the Chungnam Provincial Office. Major repair refers to repairing, changing, or expanding the structure or exterior shape of pillars, beams, bearing walls, and main stairs of a building. To make major repairs, you must obtain permission from the head of the competent ward in accordance with the Building Act (Article 11).

In Daejeon City, the construction law violation has been controversial as the project has not been carried out without following procedures such as reporting to the jurisdiction of Jung-gu Office.
