The sound of bursting is increasing as the government has decided to carry out a maintenance project by designating Dongja-dong Huam Special Plan Zone 1 (Hoam Zone 1), located near Seoul Station, as a public housing district. The government plans to give buildings and land owners the right to supply pre-sale apartments to determine whether they live in the business area and whether they are multi-households, but multi-households residing in other areas are forced to “settle cash” for their homes in the business area. The building and landlords of this area protested, saying that the government should completely cancel the designation of the mandatory business area.
In particular, a controversy over equity with the’city center public housing complex project’ that the government is promoting as part of the 2·4 real estate countermeasures is also expected to rise. This is because the Ministry of Land, Infrastructure and Transport also announced a policy to give priority supply rights to owners such as land, regardless of whether they live in the project area or whether there are multiple houses or not in the urban public housing complex project. It is subject to the same law as the Huam District 1 (Special Act on Public Housing), but there is a difference in compensation method, and the backlash is expected to intensify.
On the 15th, the Huam District 1 Promotion Committee said, “The government has announced a plan for the development of apartment complexes by surprise,” and said, “It is trying to rob the private property of buildings and landlords by liquidating cash.”
According to the Ministry of Land, Infrastructure and Transport, multi-household owners who do not live in Huam District 1 cannot receive priority supply of public or private homes. Priority supply is available only when all other houses are disposed of except those owned in the business area. On the other hand, even for the same multi-homed person, priority supply rights are given to land owners who live in the project site.
The government announced that it would grant a special right to supply public pre-sale housing only to one-homed residents who live in non-business districts (if it is lost during the process of the project), but it has put a clue that it must remain homeless until 2026.
An official in the 1st area of Huam said, “It makes no sense to meet only the conditions of living without creating an environment in which residents can live.” The promotion committee estimates that the number of owners, such as the relocated land, is close to 90%.
This project was jointly implemented by Korea Land and Housing Corporation (LH) and Seoul Housing and Urban Corporation (SH Corporation) on 47,000m2 of Dongja-dong, Yongsan-gu, located in the direction of Namsan from Seoul Station, and 1450 public housing units (1250 rental units, 200 units sold) The main goal is to supply a total of 2410 households with a total of 960 households sold by the private sector.
In particular, this project was not included in the urban public housing complex project announced by the government in the second and fourth measures. The issue of equity with the urban public housing complex project is also a factor inspiring backlash from building and land owners. For urban public housing complex projects, priority supply rights are granted if land, etc. is owned prior to the announcement date (February 4) regardless of whether there is a real residence or multiple houses.
