On the afternoon of the 12th, up to 5.0cm of snow per hour fell in the metropolitan area, causing traffic congestion in some areas of Seoul.

The city of Seoul, which was criticized for neglecting snow removal during the traffic disruption caused by heavy snow on the 6th, entered the second-stage emergency work system from 3:30 pm on the same day, but citizens are not slowing down.

According to the Seoul Traffic Information Center, TOPIS, etc., around 5:30 pm on this day, vehicles in downtown Seoul are walking a turtle at an average speed of 7 km/h. Most roads in Seoul, such as Gangbyeon Road, Olympic Road, Jongno, and Gangnam, have little speed. Previously, the speed of vehicles in the city was 14 km/h at 4 pm, but the speed is decreasing as time passes.

At 4 pm, there was about 1.5 cm of snow piled up on the sidewalk near Jonggak Station, and the roadway toward Gwanghwamun was tightly blocked and the vehicle could hardly speed up. Buildings and merchants seemed worried about the sunset and freezing roads while doing snow removal.

There were also sections where operation was controlled. According to the city of Seoul, roads in steep areas such as Bukaksan-ro, Jeongneung-ro 10-gil, and Gaeunsan Promenade were controlled from 4:10 pm.

On that day, snow removal personnel and vehicles were on standby at noon and entered the first phase of the regular snow removal work, in which snow removal agents were sprayed in advance.

Snow did not accumulate much compared to sidewalks, perhaps because snow removal agents were sprayed on the big roads in advance. However, it is difficult for the vehicle to speed up because the dark snow is scattered by a mixture of vehicle wheels and dust.

Park Mo (34), an office worker who pulled out a car during a heavy snowfall on the 6th, said, “I left the car after seeing the forecast today.”

Mr. Kim, a 35-year-old office worker, said, “I am worried that people who leave work late will have to use the bus.”

Some people had to drive themselves on slippery roads. Kim Mo, a food deliveryman in his 30s, walked out of the snow-covered alleyway, saying, “Can I do anything better than just grab the handle and drive slowly.”

According to the Korea Meteorological Administration, the snowfall on this day is from 3pm to 6pm, and snowfall will weaken after 6pm, but snow is expected to continue until 9pm in eastern Gyeonggi Province.
