As time passed, the rate of receipt generally decreased, and the rate of receipt between 11 and 12 months remained at 0.2 to 0.3%.

As the lottery winnings did not decrease, Rep. Ahn Byung-gil proposed an amendment to the Lottery and Lottery Fund Act that extends the extinguishing prescription for lottery winnings from the current one year after the payment start date or the end of the sale period to two years.

In response, the National Assembly’s Planning and Finance Committee said, “Through the revision of the law in 2011, the extinctive prescription was extended from 180 days to one year, but there was no significant change in the amount of prizes not received before and after the revision of the law. There is a possibility of not going crazy.” However, he emphasized, “Considering that the lottery winner’s right is the original lottery winner’s right, it is necessary to thickly protect the rights and interests of the lottery winners by extending the extinctive prescription to reduce the number and amount of non-receivables.”
