The government held the 3rd Hydrogen Economy Committee on the afternoon of March 2 (Tuesday) at SK Incheon Petrochemical, presided over by Prime Minister Jeong Sye-gyun (Chairman).

The Hydrogen Economy Committee is the Korea Hydrogen Economy Control Tower, which is chaired by the Prime Minister, and is composed of eight ministers of related ministries and the best private experts in each field, including industry, academia, and civic groups.

On February 5 this year, as the 「Hydrogen Economy Promotion and Hydrogen Safety Management Act (‘Hydrogen Act’」) came into force on February 5 this year, the Hydrogen Economy Committee oversees major policies to become a leading country in the hydrogen economy (First Mover). It was officially launched as a government-wide public-private council.

At this committee, Prime Minister Chung said, “For two consecutive years, Korea ranked first in the world for hydrogen car sales, 110,000 units of domestic hydrogen car supply (cumulative), and the world’s No. 1 supply of fuel cells for power generation. Is gradually becoming visible.”

Prime Minister Jung also created a balanced hydrogen industry ecosystem across the entire production, distribution and utilization of hydrogen by bringing together people, businesses, and the government with the spirit of’Dongju Mutual Aid’ with the full implementation of the “Hydrogen Act” this year. Prime Minister Chung also said, “The reason that companies representing the Korean economy in various fields such as energy, steel, chemicals, and automobiles have prepared 43 trillion won worth of hydrogen economy investment plans by 2030 is that hydrogen, which has stayed in the laboratory, has become the mainstream of the market economy. It will be an inflection point for the future,” and said, “The government also established a comprehensive support system that encompasses production, transportation, and utilization of liquefied hydrogen in order to supply cheap hydrogen, which is the basis of the hydrogen economy, and improves the system by establishing safety standards for liquefied hydrogen. I will try to make sure that the private investment plan can be realized as soon as possible.”

Meanwhile, the government is planning to accelerate the transition to a hydrogen economy by supporting a budget of 824.4 billion won, a 40% increase from last year, for △ hydrogen mobility, △ hydrogen production and distribution infrastructure, △ core technology development, and △ hydrogen pilot city.

In addition, it seeks ways to build a self-sustaining hydrogen ecosystem with the region, such as applying for a preliminary feasibility study to create specialized hydrogen industry integrated complexes for each field such as bio-green hydrogen, mobility, and fuel cells in areas such as Incheon, Saemangeum, and Ulsan. In order to accelerate the spread of the hydrogen economy, the number of hydrogen charging stations (currently 73 units) will be increased to more than 180 units by the end of the year, and the number of charging stations (currently 17 units) will be expanded to more than 50 units in the metropolitan area, where the people are experiencing inconvenience.

In connection with this committee, Prime Minister Chung attended the’Incheon Hydrogen Industry Base Construction MOU Signing Ceremony’ and visited SK’s planned liquefied hydrogen plant sites and petrochemical plants.

Incheon Metropolitan City-Incheon Metropolitan City Seo-gu Office-SKE&S-Hyundai Motors agreed to actively cooperate so that Incheon can be reborn as a bio-by-product hydrogen production cluster in the future by signing an’Incheon Hydrogen Industrial Base Construction MOU’. By promoting the establishment of a liquefied hydrogen production and shipping facility capable of producing 10,000 tons of hydrogen, it plans to supply safe and inexpensive hydrogen to 200,000 hydrogen cars in the metropolitan area such as Seoul and Incheon from 2023.

The 3rd Hydrogen Economy Committee discussed three agendas, and looking at the main contents of each agenda, in relation to the’hydrogen economy private investment plan and government support plan’, small and medium-sized companies with five groups including SK, Hyundai Motors, POSCO, Hanwha, and Hyosung. Companies plan to invest 43.4 trillion won in all areas of the hydrogen economy, including hydrogen production, distribution, storage, and utilization by 2030, and the government is also planning to actively support private investment so that it can be promoted smoothly.

Private companies plan to develop large-scale green hydrogen production technology by investing intensively in the clean hydrogen (green hydrogen + blue hydrogen) field and build large-scale green hydrogen production bases at home and abroad.

The government is planning to support the introduction of a clean hydrogen certification system, R&D and demonstration of green hydrogen of various sizes and methods, and preemptively establish an infrastructure for introducing clean hydrogen to support the early commercialization of clean hydrogen.

Private companies decided to focus on investment to build large-scale liquid hydrogen plants and expand the supply of liquid hydrogen filling stations.

The government plans to establish safety regulations related to liquefied hydrogen within this year, and plans to establish a system to collectively support the entire liquefied hydrogen value chain in accordance with the timing of large-scale by-product hydrogen shipments, centered on the Ministry of Industry.

In addition, in order to reduce greenhouse gases and supply cheap hydrogen by converting by-product hydrogen, which has been used as fuel in industrial processes, to transportation, it was decided to consider ways to grant incentives such as carbon credits.

In addition to hydrogen cars, private companies have decided to commercialize various hydrogen mobility such as buses, forklifts, and ships, and expand the supply of fuel cells using clean hydrogen.

To support this, the government decided to quickly legislate the mandatory hydrogen power generation system, introduce subsidies tailored to the time of mobility launch, expand public procurement, and secure hydrogen bus conversion technology.

Lastly, the government decided to support the formation of the’Korean Hydrogen Council’, which will comprehensively promote regulations and system improvement proposals, technology demand surveys, and discovery of cooperation projects to vitalize private investment in the hydrogen economy.

In addition, by installing a hydrogen innovation desk at the hydrogen industry promotion agency (Hydrogen Convergence Alliance), it closely supports the entire process of hydrogen economy investment, and focuses on fostering hydrogen professionals and specialized companies and developing technology for core materials and parts for hydrogen products. It was decided to build a hydrogen industry ecosystem.

Large-scale investments in hydrogen economy by private companies and preemptive support from the government have contributed to securing’hydrogen supply’ technologies such as green hydrogen production, beyond the field of’hydrogen utilization’ that currently possesses the world’s best competitiveness. It is expected to be a stepping stone for balanced development and preoccupying the global hydrogen economy market.

Regarding the ‘2021 Hydrogen Economy Special Agency Business Plan’, the three hydrogen economy dedicated agencies designated by the 1st Hydrogen Economy Committee in July last year started their business in earnest this year to become a hydrogen economy. It plans to make active efforts to accelerate the transformation of the company.

In order to foster a’hydrogen specialized company’, we plan to support technology transfer, product certification, prototype production, and market development, and also run a’visiting consulting’ to quickly support hydrogen specialized companies’ field difficulties and technology development. to be.

In addition, it plans to raise public interest by establishing a hydrogen industry statistical system, and actively promote public sensational programs such as the hydrogen olympiad and quiz contests to form a social consensus on the hydrogen economy.

The company plans to induce hydrogen price reduction through joint purchase of hydrogen, and improve the operating conditions of the charging station by purchasing a hydrogen tube trailer and leasing it to a charging station at a low price.

In addition, for the convenience of hydrogen car users, a system for providing real-time hydrogen charging station operation information (waiting time, operation status, etc.) is planned to be launched from the second half of this year.

In preparation for the enforcement of the Hydrogen Act in the field of hydrogen safety (February Feb. 2), Korea Gas Safety Corporation plans to prepare detailed safety standards for hydrogen products, and to prepare liquefied hydrogen safety standards as soon as possible in line with the supply of liquefied hydrogen production and charging stations.

In addition, the introduction of a precise safety diagnosis system for hydrogen charging stations and the establishment of a real-time safety monitoring system will strengthen safety management to create a safe environment in which the public can use the charging stations with confidence.

Regarding the’Seoul Hydrogen Experience Museum Construction Plan’, the Seoul Metropolitan Government plans to promote the construction of a hydrogen experience museum to promote and educate the environment and safety of hydrogen near the Sangam Hydrogen Charging Station in Mapo-gu.

The museum plans to enhance people’s understanding of hydrogen by exhibiting hydrogen products, experiencing new hydrogen technologies using virtual and augmented reality, and education related to hydrogen.

In addition, it plans to establish a cooperation system with the Office of Education, companies, and organizations, and provide various hydrogen experience programs in connection with hydrogen-related facilities such as nearby hydrogen charging stations and fuel cell power plants.
