The third emergency disaster subsidy for small business owners, special type workers (special notice), and freelancers who suffered damage due to the reinforcement of social distancing due to the spread of the novel coronavirus infection (Corona 19) will be paid from the 11th.

On the 6th, the Ministry of Strategy and Finance announced on the 3rd that it plans to announce a project for small business owners support fund and emergency employment stabilization support.

Small business owners’ support fund is supported by 2.8 million small business owners whose sales declined last year from the previous year. One million won is paid in a lump sum, and 2 million won and 1 million won are additionally paid in the name of supporting fixed costs such as rental fees to businesses that are prohibited or restricted due to social distancing. For 700,000 special high schools and freelancers, 500,000 won (for those who have already applied) or 1 million won (for new support) are provided as emergency employment stabilization support. The government first pays support funds to applicants. Because administrative data already exists, payment procedures can be shortened.

Businesses that are prohibited from collectively receiving a total of 3 million won as a support fund include academies, gyms, and other indoor sports facilities, karaoke rooms, standing performance halls, ski resorts, sledding fields, direct sales promotion centers, entertainment establishments (entertainment bars, danran bars, gamseong bars, hunting pot tea, collage ), including a total of 11 industries. The group-restricted businesses that receive 2 million won are 11 businesses, including restaurants and cafes, beauty and beauty salons, PC cafes, game rooms and multi-rooms, study cafes, movie theaters, amusement parks, hypermarkets and department stores, and lodging.

Emergency employment security subsidies are widely targeted. In general, the special notices are 13 special businesses, including insurance planners, golf course caddies, and learning branch teachers, subject to the Industrial Accident Compensation Insurance Act. However, in the process of organizing the third disaster support fund, the government classified employed persons without employment insurance, excluding small business owners and self-employed persons, as special advisors and freelancers. Therefore, if you did not subscribe to employment insurance, but there was income in return for labor provision, and if your income decreased last year from the previous year due to the spread of Corona 19, you will be eligible for support.

However, in order to receive support, the income in December of last year is among the average monthly income of last year, the income of October/November, and the income of December 2019 through evidential data such as a statement of payment of fees and benefits, a business income withholding receipt, and a bankbook transaction statement made with a transaction partner. It must be demonstrated that it is reduced by more than 25% than one.

In addition, the government pays a separate subsidy (500,000 won per person) for visiting and caring service workers belonging to service companies, such as nursing care workers and disabled activity assistants. They are not eligible for unemployment due to the maintenance of service and labor contracts, but their income has decreased due to fewer jobs. A total of 90,000 people are eligible for support.

The government plans to send out a letter to support small business owners (2.5 million people) starting on the 11th. If you hurry to apply, you will be able to receive the grant immediately on the 11th. For new applicants, a business announcement is made on the 15th, and support is paid from the 25th. Emergency employment stabilization funds for special advisors and freelancers begin to be paid to applicants for 11-15 days. New applications are announced on the 15th.
