A countermeasure has been established with the aim of allowing commuting in 30 minutes from the new towns of Namyangju Wangsuk and Goyang Changneung to downtown Seoul and completion in a timely manner.

The Ministry of Land, Infrastructure and Transport announced on the 29th that it has confirmed measures to improve regional traffic in two new cities, including Namyangju Wangsuk and Goyang Changneung, after deliberation by the Metropolitan Area Transportation Committee.

In relation to the creation of Namyangju Wangsuk and Goyang Changneung new towns, it is a wide-area traffic improvement plan that includes a total of 34 projects, including the extension of the Gangil-Hanam-Namyangju urban railroad line 9 and the new construction of the Goyang-Eunpyeong urban railway. The total project cost is 4.5 trillion won, and the railway project that takes a long time for the project will be promoted with the goal of starting construction in 2024 through the operation of a consultative body of related organizations and the start of basic plans from next year.

While expanding investment in public transportation such as urban railroads and metropolitan express trains (GTX), the project plan was established with local governments to minimize trial and error. Subsequently, it was confirmed this month after a service for a specialized transportation agency, verification by the Korea Transport Institute (KOTI), consultation with the local government, and deliberation by the Daewang Committee, etc. for the construction of a new city and changes in traffic volume due to the promotion of new traffic measures.

It is expected that major travel times between the new city and downtown Seoul will be greatly shortened by measures to improve regional traffic. Dividing by new city, the travel time for Namyangju Wangsuk is reduced from 45 minutes to 25 minutes to Seoul Station and from 70 to 45 minutes to Gangnam Station. The traffic conditions of existing roads such as Northern Arterial Road, Gangbyeonbuk-ro, and Olympic Road are also expected to improve.

In the case of Namyangju Wangsuk District, the’extension of line 9’will be promoted as a core project. This railroad connects from Gangdong in Seoul through Hanam City to Wangsuk New Town in Namyangju. With the goal of opening in 2028, it is expected to begin construction in 2024, reflecting the high-level plan and establishing the basic plan next year. The project cost is about 1.5 trillion won.

In addition, KRW 52 billion and KRW 48 billion, respectively, will be invested in the construction of the’Gyeongchun Line Station’ where the metropolitan metropolitan express train (GTX-B line) stops, and KRW 52 billion and 48 billion KRW respectively for the transfer facility, and 90 billion KRW for the’Byeolnae Line Extension’ project that connects the Byeolnae Line and Jinjeop Line. Along with this, project costs of 38.3 billion won and 35 billion won, 15 billion won for shuttle train operation between Sangbong and Maseok, and 32.3 billion won for the public transportation improvement project in Gangbyeonbuk-ro were set up for the new Gyeongui Jungang Line station and transfer facilities.

Road traffic improvement included the construction of the Han River Bridge (16.2 billion won), the expansion of the Olympic Highway (8.6 billion won), and the Gangil IC bypass road (292 billion won). In addition, the expansion of roads connecting the surrounding districts such as the Northern Arterial Road, Gyeongchunbuk-ro, Guguk Road 46, and local roads 383 and Jingwan Bridge will be promoted. Roads between Wangsuk 2~Yangjeong Station and Wangsuk 2~Dasan are also installed.

Due to the expected effects of the wide-area traffic improvement measures in the Goyang-Changneung district, the main travel time for Seoul Station is expected to be shortened from 40 minutes to 10 minutes, and to Yeouido from 50 minutes to 25 minutes. Road traffic conditions in the northwestern areas of the metropolitan area such as Wonheung, Hwajeong, and Jichuk districts, which are the surrounding downtown areas, are also expected to improve. The core project is the construction of the urban railway between Goyang and Eunpyeong, Seoul, which is scheduled to open in 2029. The project cost is 1.41 trillion won, and it is connected by rail from Goyang City Hall to Saejeol Station.

165 billion won is also invested in the construction of Changneung Station, where the GTX A line passes. 60 billion won and 70 billion won were planned for new transportation projects such as Daegok-Goyang City Hall and Meal-Goyang City Hall, respectively, to link the underprivileged areas of the railroad in the Goyang-si area.

As for the bus public transportation business, a wide-area bus transportation system improvement project was reflected in the installation of exclusive bus lanes in the business district for linking Jungang-ro and Tongil-ro BRT (arterial express bus system) located north and south of the project site. In addition, Hwajeon Station transfer facilities are installed and transfer services are provided in connection with Jungang-ro BRT (Daehwa~Sinchon) stop.

Road traffic is to establish a new connecting road between Ilsan and Seooreung-ro, expand Seooreung-ro, and establish a connecting road between Jungang-ro and the 2nd Free Road, expand Susaek Bridge (7 lanes → 9 lanes), Gangbyeonbuk-ro expansion (10 lanes → 12 lanes), and Deokeun Bridge 2 It was decided to improve intersections and improve the traffic system of major roads in Seoul.

The Ministry of Land, Infrastructure and Transport and local governments plan to provide support for operating costs for wide-area buses before the opening of transportation facilities, such as railroads, to minimize transportation inconvenience in the early stages of the move-in.

As for the initial public transportation operation cost support, Namyangju Wangsuk was set at 14.5 billion won and Goyang Changneung was 16.2 billion won respectively.

In the case of existing new cities, the Ministry of Land, Infrastructure and Transport minimizes transportation inconveniences in the early stages of occupancy due to project delays through the’Special Measures Zone for Wide Area Transportation’ introduced this year.

In particular, this year, Suwon Homaesil and Hwaseong Dongtan 2 districts have been designated first, and special measures such as the use of a wide-area bus will be promoted.

In addition, measures to improve regional traffic in other new city districts will be promoted without a hitch.

Hanam Gyosan and Gwacheon, where measures to improve metropolitan traffic were confirmed in May, are undergoing follow-up procedures such as starting the detailed design of the road project. From next year, the licensing procedure for each business is expected to be promoted.

In addition, in the case of Incheon Gyeyang and Bucheon Daejang districts, integrated measures are being established, and the deliberation by the Metropolitan Area Transportation Committee is scheduled to be completed on the 30th.
