The first additional budget for this year, which passed the National Assembly on the 25th, is 14.900 trillion won. It is the second largest after last year’s 3rd supplementary administration (35 trillion won), which was the largest ever. This is more than the second supplementary supplement (1.2 trillion won) last year, which paid emergency disaster support to all the people.

In the course of discussions at the National Assembly, it was predicted that it could increase by several trillion won, but the scale was reduced by about 40 billion won compared to the government proposal. This is the result of increasing cash support for small farmers with a budget cut off from the government job project, which caused controversy in the’public ambulance’.

According to the Ministry of Strategy and Finance on this day, the government decided to subdivide the support stage of the support program for small business owners, the support program, from the 5th stage to the 7th stage of the existing supplementary bill, and raise subsidies for some industries. Businesses with subdivided support levels were those at risk of management, and the subsidies were differentiated according to the rate of decrease in sales.

The government has decided to pay 3 million won for businesses whose average sales declined by more than 60%, such as travel and youth training facilities, and 2.5 million won for those with a 40-60% decline in average sales, such as performance and exhibition businesses. . Businesses that recorded a 20-40% decrease in sales, such as charter buses, receive 2 million won. The previous government proposal was to pay 2 million won to companies whose sales decreased by more than 20%, but it was raised by the National Assembly.

For the rest of the business, subsidies are provided according to the existing supplementary plan. In accordance with the quarantine guidelines on January 2, 11 businesses, including gyms, karaoke rooms, and entertainment establishments, whose collective ban has been extended, receive 5 million won each. 4 million won is given to businesses that ease the ban on group gatherings such as academies and winter sports facilities, and 3 million won is given to 10 kinds of restaurants, cafes, lodging businesses, and PC cafes, where group restrictions continued until February 14th. In addition, the general industry subsidy for which sales declined is 1 million won.

The government has decided to provide new direct loans worth KRW 1 trillion to 100,000 small business owners in specially damaged businesses that are difficult to loan due to low credit with a credit rating of 7 or less. The limit per person is 10 million won and the interest rate is 1.9% per year. In addition, a new’Bridge Guarantee’ worth 500 billion won will be provided so that the repayment of the local credit guarantee fund guarantee can be deferred for a certain period of time after the business closes.

The plan to reduce electricity bills for small businesses subject to quarantine measures for three months was also maintained. The reduction rate is limited to 1.8 million won, with 50% of businesses that are prohibited from collectively and 30% of industries that are restricted from collectively.

A new voucher support for sea bass, which was not included in the government plan, has been newly established. A voucher worth 1 million won will be provided to 32,000 agricultural and fishery households affected by the loss of sales due to Corona 19, and a voucher worth 300,000 won will be provided to 460,000 households with small-scale small sea bass. In addition, an additional budget of 242.2 billion won was added to support the agricultural and fishery industry by providing an emergency management fund of 16 billion won to farmers who cultivate crops affected by Corona 19, such as flowers and eco-friendly agricultural products.

The budget to support the underprivileged in employment has expanded by about 120 billion won. Income stabilization fund of 700,000 won is provided to 35,000 chartered bus drivers whose income has decreased due to decreased demand due to Corona 19, and 24.5 billion won is provided to medical personnel in infectious disease hospitals. 37 billion won each will be invested in mask support. The National Assembly restructured its expenditures in order to expand subsidies without increasing the size of the additional budget compared to the government draft. First of all, the budget for small business financing projects was cut by 800 billion won. It is believed that financing for small business owners with low credit is more urgent, and the existing budget was reduced and support for small business owners with low credit was newly established. Considering that 1 trillion won was reflected in the low-credit small business financing project, the total financial support budget for small business increased by 200 billion won.

In the job business, the budget was reduced by 280 billion won through adjustments, such as partial reduction of projects with low urgency, such as support for separate discharge of recycled products. In addition, in consideration of recent interest rate fluctuations, KTB interest was adjusted to reduce 366 billion won.

In the 4th disaster support fund, the support fund for small businesses, which is a cash support project, and the employment stabilization support for the underprivileged will be paid immediately from the 29th to 30th. An official from the Ministry of Science and Technology explained, “It took a week from the confirmation of the National Assembly to the payment of the 3rd disaster support fund, but this time it will be paid in 3 to 4 days.”

Hong Nam-ki, Deputy Prime Minister of Economy and Minister of Equipment, said on Facebook when the supplementary government passed the main assembly of the National Assembly, “the government will promptly implement major supplementary projects, starting in March, so that this supplementary administration can become a catalyst for the spread of hope. “He said.
