[2.4 대책 Q&A] “Designated urban public development area in the second half of this year”

The key to the 2·4 real estate plan is to quickly supply a large amount of housing by public initiative. It is a plan to change the size of the housing market, which was mainly driven by the private sector, and it is a new development method, so there are many questions. It was summarized by Q&A.

There has been no discussion about urban public housing complex projects or public direct implementation projects. The Ministry of Land, Infrastructure and Transport plans to designate a planned district in the second half of this year in consultation with the local government.

When will new homes be available?
This time, the government said it would supply 830,000 households by 2025, but the standard is not to sell or move in a new apartment, but to secure a housing site. Multi-family houses provided through small-scale maintenance projects may move in after 3-4 years, but apartments can be completed in at least 5-6 years.

There are also residents who oppose development.
If the opposing residents sue, the public-led maintenance project will inevitably be braked. In the case of Gaepo Jugong Complex 1 in Gangnam-gu, Seoul, a construction company was selected in 2000, but construction was started last year, 20 years after the project was delayed due to lawsuits.

Where is the newly designated public housing site and when will it be announced?
The government said that there were places where consultations with local governments were ended, but the area was not disclosed. The government plans to announce it in two or three times during the first half of this year.

The subscription system is changing.

Among the general supply of apartments for public sale, 30% of the houses under 85m2 for exclusive use are sold by lottery. As for the general supply for public pre-sale, the winners are determined in the order of the total amount of subscription savings payments, so 3040 households with a small amount of subscription savings were less likely to win. Subscription savings are recognized as a monthly payment of 100,000 won. Also, only members of homeless households for more than 3 years can participate in the public apartment lottery. The share of general supply for public pre-sale of houses with a size of 85㎡ or less for exclusive use will also increase from 15% to 50%.

Will the 3040 with a high income also have an opportunity to subscribe?
Income requirements are excluded for high-priced homes exceeding 900 million won. Currently, the income requirement is applied to the general supply of public pre-sale with a dedicated area of 60m2 or less, based on 100% of the monthly average income of urban workers and the price of a car. The revised subscription system applies only to urban public housing complex projects, maintenance projects directly carried out by the public, and projects directly implemented by the public among small scale maintenance projects.
