Among them, reconstruction projects in the Gangnam area are expressing a lot of regret for this measure. Reconstruction associations and market officials are complaining that the government’s plan seems to be tailored only to the number of supplies.


Frontline market official “Gangnam area public reconstruction, participation will also decline”


Apartment prices in the Gangnam area are on the rise. Looking at the data on the’February 1-week weekly apartment price trend survey time series’ by the Korea Real Estate Agency on the 5th, Gangnam 4 districts (Gangnam, Seocho, Songpa, and Gangdong) are on the rise for 12 consecutive weeks. It remained flat for the previous 14 weeks in a row, but has expanded somewhat. As of the first week of February, Seocho recorded 0.10%, Gangnam 0.12%, Songpa 0.17%, and Gangdong 0.10% increase. Gangnam area continued to rise in anticipation of deregulation of urban maintenance projects.

According to the actual transaction price system of the Ministry of Land, Infrastructure and Transport, 84.98m2 for Hyundai 14th apartment in Apgujeong-dong, Gangnam-gu, was released for 2.89 billion won (5th floor) on the 8th of last month. Currently, the same apartment area is sold at 3.4 billion won. Gangnam Reconstruction Association, “The government only paid attention to the number of supplies”


On this day, the Gangnam Reconstruction Association side is shaking its head over the government’s supply measures. The day before, the government issued an incentive plan to exempt the redevelopment excess profit redemption system (re-return) for reconstruction and redevelopment complexes directly implemented by the public and ease the two-year residency requirement. However, officials from the Gangnam Reconstruction Association complained, saying, “The government has announced that it will do all public development without considering the characteristics of’just a star’.”

Shinbanpo 19th reconstruction coordinator Kim Seong-jin said, “It seems that the government has offered to increase the floor area ratio and reduce the transfer tax as well.” ) He pointed out that this is not applicable to those who have lived in one house for a long time.

“The government seems to have been too concerned with money and quantity,” Kim explained, adding, “I only see the business aspect and economic benefits. The apartment has the purpose of investment, but also the purpose of housing.” He then pointed out a regrettable point, “There are Gangnam single-family dwellers who want to make an apartment they want to live in, but that aspect does not seem to be considered.”

An official from a reconstruction association in Jamsil-dong, Songpa-gu emphasized, “Each complex has its own characteristics, and we must proceed accordingly.” He then said, “It’s a supply policy, but it doesn’t seem to suit us,” he said. “There is supply where there is demand, but if you increase the floor area ratio, it will be supplied, but it will be done publicly.

Another official criticized, “I didn’t say a word about private reconstruction.” For private reconstruction projects, both the reconstruction excess profit return system, the sale price ceiling system, and the two-year residence requirement are applied. This is the realization of the plan for the’public return of development profits’, which the Minister of Land, Infrastructure and Transport Byun Chang-heum emphasized since the personnel hearing. However, front-line market officials replied, “We will have to consider whether this is a real feasible solution.”
