Only 100,000 people surveyed… Will all the’ground dumping’ practices be revealed?
The government joint investigation team has initiated a speculative investigation into the entire 3rd new town. The scope of the investigation is the largest in history, and it is predicted that the number of subjects alone will exceed about 100,000. First of all, the government is expected to announce the results of the first survey of the Ministry of Land, Infrastructure and Transport and LH employees on the 11th or 12th.
The government joint investigation team said that it would look into the details of land transactions of employees, spouses, and direct relatives with a history of working in the agencies and departments under investigation from five years before the announcement of the location of the new city to the present. The family includes spouses, children, and even great-grandchildren in the case of married children, and immediate existence includes parents, grandparents, and maternal grandparents. Assuming that an average of three family members (self, spouse, and children) and an average of two direct continuation, it means that at least five people are included in the survey when one employee is surveyed.
Here, 6 new cities in the 3rd phase (Gwangmyeong·Siheung, Namyangju Wangsuk, Hanam Gyosan, Incheon Gyeyang, Goyang Changneung, Bucheon Daejang), Gwacheon district with a housing area of over 1 million m2, and Jangsang district of Ansan are located, including Gyeonggi and Incheon metropolitan area. The survey also included public officials from the departments in charge of the new city of the basic municipality and the executives and employees of city corporations from the eight metropolitan and basic municipalities.
On the 5th, President Moon Jae-in instructed all employees and their families, including the chief of the Blue House, the secretary, and the administrator, to investigate the details of land transactions in the new city. The city of Ansan decided to investigate whether or not real estate transactions were made at the new city’s planned site for 2,200 public officials and 360 executives and employees of Ansan City Corporation.
In this case, there is a high possibility that the total number of subjects of the survey including spouses and direct survivors will exceed 100,000 people. The government is in a position that, if necessary, the investigation can be extended to siblings, fourth-degree relatives, and acquaintances of public officials. However, it is flexible how much the actual investigation will be conducted because the total investigation requires each party to obtain consent to collect and use personal information.
As soon as the consent to use of personal information is collected, the government joint investigation team plans to screen out whether there are’insiders’ who have invested in the land of the third new city through the real estate transaction management system of the Korea Real Estate Agency.
First of all, the investigation team is scheduled to announce the results of the first survey targeting the Ministry of Land, Infrastructure and Transport and LH employees in the middle of this week. As early as the 11th or 12th, the results are expected to come out. Prime Minister Jeong Sye-gyun said at a briefing on the 4th, “After the first investigation until next week, I will thoroughly investigate carefully so that I do not get caught in a breath.”
