This implementation plan was prepared through internal discussions such as carbon neutrality and the Green New Deal strategy dialogue in order to present a clear direction for the entire government policy for carbon neutrality in 2050 and to play a leading role in realizing carbon neutrality by the Ministry of Environment.

◆ Establishment of the ‘2050 Carbon Neutral Implementation System’

First, a sophisticated greenhouse gas reduction scenario will be established by June of this year to suggest the direction of 2050 carbon neutrality.

A technical working group centered on state-run research institutes is formed, and a number of scenario proposals for 2050 carbon neutrality are prepared by analyzing the potential reduction.

A permanent communication window with industry, civil society, and local governments will be established to collect opinions, and the scenario will be finalized through a national debate.

Based on the carbon-neutral scenario, the core policy implementation strategies for each sector of the ‘2050 Carbon Neutral Promotion Strategy’ are also established with relevant ministries.

The Ministry of Environment plans to establish strategies with relevant ministries for 11 out of 31 implementation tasks.

First, the’transportation strategy for future vehicles’ is planning to present a vision for 100% conversion of pollution-free vehicles by 2050 by supplying and innovating pollution-free vehicles, replacing internal combustion locomotives with pollution-free vehicles, and significantly expanding the charging infrastructure for non-polluting vehicles.

The final strategy for the second half of this year will be prepared through research services and organizing an expert forum (March).

The’Circular Economy Innovation Roadmap’ is a mid- to long-term step-by-step implementation plan (roadmap) that includes managing the entire process of resource circulation, inducing eco-friendliness of enterprises to spread the implementation of the circular economy, and achieving a circular economy by sector such as water and energy.

The final draft is expected to be released in the fourth quarter of this year after research services for the circular economy phased implementation plan (1st to 2nd quarter) and cooperation (governance) operation (2nd to 3rd quarters) to collect opinions from stakeholders such as the government, local governments, and industry. .

In addition,’preparing a strategy for reducing and adapting GHGs based on nature and ecology’ is a strategy to respond to climate change problems using natural ecosystems, such as maximizing ecosystem functions such as expanding the restoration of the ecological space, which is a source of carbon absorption, and climate control. The core policy implementation strategy is a long-term strategy aimed at 2050, predicting the future and setting directions. To this end, the Ministry of Environment organizes and operates the’Carbon Neutral Research Forum (tentative name)’ with specialized organizations such as the Korea Environmental Policy and Evaluation Institute (KEI).

In addition, the ‘2030 National Greenhouse Gas Reduction Target (NDC)’ will be raised (24.4% reduction compared to the current National Greenhouse Gas Reduction Target 2017).

In addition, based on the 2050 carbon-neutral scenario, the level of upgrade is determined through consultations and social discussions with relevant ministries, and it aims to be submitted to the UN within this government’s term of office.

◆ Promotion of carbon-neutral projects by sector

Based on a robust implementation system such as scenarios and key implementation strategies, we will promote energy conversion, future vehicles (mobility), carbon-neutral buildings, and zero-waste circular economy.

First, the supply of renewable energy using environmental resources such as floating solar power, hydrothermal energy, and offshore wind power will be expanded.

It is carrying out a water photovoltaic development project (147.4MW in capacity) for five dams (8 projects) including the Hapcheon Dam, and also promoting hydrothermal energy development pilot projects (8 locations) for each type of source water.

To revitalize offshore wind power, the system for the entire process of environmental impact assessment, such as’location discovery → evaluation consultation → follow-up management’, will be improved. The’wind power environment evaluation team’ is formed within the Ministry of Environment to provide diagnosis (consulting) services for the entire process of wind power development.

We will support the installation of renewable energy facilities at basic environmental facilities (68 units, KRW 14.2 billion), expand biogas production using organic waste resources, and promote hydrogen supply (design 2 sites) using them.

In addition, a long-term strategy for carbon neutrality in the transportation sector will be established by achieving the era of 300,000 pollution-free vehicles, building convenient charging facilities for non-polluting vehicles.

We will achieve the era of 300,000 (accumulated) pollution-free vehicles this year by raising the target for supply of low-emission vehicles (15% in 2020 → 18% in 2021) and mandatory purchase of non-polluting vehicles in the public sector (80%).

More than 180 hydrogen charging stations will be built within this year through special cases for excavating new sites for hydrogen charging stations and permitting (referred to as permits upon approval) in order to establish a convenient pollution-free vehicle charging station for the public.

It eliminates the blind spots of electric vehicle charging by establishing rapid electric vehicle chargers at mobile stations such as rest areas and gas stations. In addition, the’transportation sector’s future car transformation strategy’ will be prepared in the second half of this year and confirmed through discussions between relevant ministries.

In addition, for carbon neutrality, public institutions such as public buildings are proactively promoting carbon neutrality.

In order to implement the declaration of carbon neutrality, we establish a carbon neutral model suitable for the characteristics of institutions such as public buildings, public facilities, and public vehicles, and support the design and installation thereof.

Green technologies such as integrated building solar (BIPV) will be applied to public buildings and spread to private facilities.

In addition, the entire process of waste management will be strengthened, such as’reduction of production and consumption → expansion of recycling → prohibition of direct landfill,’ and a step-by-step implementation plan for the transition to a circular economy society in 2050 will be prepared.

In order to reduce waste generation, a new target for reduction in basic units, which is the ratio of the amount of waste generated to product production or sales, will be established for workplaces with large amounts of discharge, and regulations on the use of disposable products will be strengthened.

In the first half of this year, a step-by-step implementation plan for expanding chemical recycling, such as expanding the production of high-quality raw materials through separate discharge-selection-recycling of PET bottles, and conversion to raw materials through pyrolysis of waste plastics, will be prepared in the first half of this year.

The principle of responsibility for waste generation sites is specified in the Waste Management Act, and the grounds for the introduction of the’Waste Carry-in Cooperation Fund (tentative name)’ for wastes processed by other local governments will be established within the year and will be implemented next year. In order to prohibit direct landfilling of domestic waste in 2030, the revision of the enforcement regulations of the Waste Management Act and the step-by-step implementation plan for the expansion of pre-treatment incineration facilities by cities and provinces are also planned within this year.

In addition, a’Road Map for Circular Economy Innovation’ will be established in the second half of this year to realize a circular economy in all sectors of society.

◆ Adapting to the climate crisis and strengthening regional climate elasticity

We prepare adaptation measures to respond to health and natural disasters by mitigating the effects of climate change, and support the establishment of a carbon neutral and climate adaptation system centered on local communities.

The multi-satellite’Cheonrian 2’is used to establish the basis for scientific monitoring and prediction of climate change, and to strengthen risk analysis due to the impact of climate change.

Proactive response to floods and droughts caused by the climate crisis, such as establishing a flood risk map for local rivers, expanding the number of flood warning points from 66 to 75 this year, and creating a national drought vulnerability map that considers the frequency and sensitivity of drought by region. In addition, a pilot project will be implemented to create a climate response infrastructure tailored to the region according to the priority of the risk of climate change.

In addition, climate impact and vulnerability assessments are planned to be reflected when establishing local government and national plans related to climate change, and this year’s plan under the Ministry of Environment will be applied first.

Since the central government-led promotion of carbon neutrality has a limitation in not taking into account local conditions, systematic support is provided to realize local-led carbon neutrality. With the aim of participating in the implementation of carbon neutrality by 243 local governments, local governments will be expanded to join the’Carbon Neutral Local Government Action Solidarity’, and joint participation in the’International Local Government Climate Action Proposal (Initiative)’ will be promoted.

The legal basis for establishing and implementing local governments’ climate crisis response plans and adaptation countermeasures is prepared, and comprehensive support for the establishment of plans and countermeasures is promoted.

◆ Strengthening the institutional foundation

It plans to strengthen climate impact reviews for major policies and development projects and introduce climate change impact assessments. When implementing major national plans and development projects, an evaluation procedure has been prepared to take into account the impact on greenhouse gas emissions and climate change, and a legal basis will be established within this year, and this will be implemented in earnest next year.

In addition, in cooperation with the Ministry of Equipment, it will promote the creation of a climate response fund (tentative name) that will be used for corporate greenhouse gas reduction, support for vulnerable regions and classes, and research and development of science and technology to respond to the climate crisis.

We will raise the international status of carbon neutrality by successfully holding the’solidarity for green growth and global target 2030′ (hereinafter referred to as P4G) summit. At the P4G event, carbon neutrality through green recovery, such as the Green New Deal, will be set as the core agenda of the summit, and the’Seoul Declaration (tentative name)’ will be adopted to lead the international community’s solidarity with the Green New Deal and Carbon Neutrality.

Attend the World Climate Summit scheduled to be held this year by the US government to strengthen carbon-neutral environmental cooperation between Korea and the United States. The G7 Climate and Environment Ministers’ Meeting (May), the G20 Environment Ministers’ Meeting (July), and the 26th United Nations Framework Convention on Climate Change (November) will take the lead in responding to the climate crisis.

Environment Minister Han Jeong-ae said, “As a leading ministry in carbon neutrality, the Ministry of Environment will build a foundation for carbon neutrality and promote the transformation of all sectors of society.”
