Fellow citizens and families of the police, today, a young police officer full of passion is running alongside the people.

Young police officers who only think of’the safety and happiness of the people’ run into the lives of the people.

The 165 young men who overcame difficult education and training and were confidently dressed in police uniforms became the descendants of Paik Beom, Kim Gu, the first director of the police department.

I sincerely congratulate you with the people.

I would like to express my gratitude to the families who have supported me, and congratulations on the hard work of Choi Hae-young and the faculty members of the University of Police for raising young people into’prepared safety advisors’.

Young police officers, senior police officers have worked tirelessly and devoted themselves to the’democratic police, human rights police, and civil life police’.

On that dedication, we proclaimed the first year of police reform this year, and you have the proud name of’The First Reform Police Unit’.

I believe that it will surely meet the expectations of the people.

In the past 4 years, our police have strongly confronted cyber crimes and civil crimes to prevent crimes from infectious diseases as well as the five violent crimes from penetrating into our lives, and improved our response to new types of crimes such as digital sex crimes.

The number of deaths in traffic accidents has decreased by 30%, and in particular, the number of deaths in children’s traffic accidents has decreased by more than 66%.

In the’Social Development Index’ released last year for 163 countries around the world, Korea ranked 5th in the personal safety category.

As a result of rising vertically from the 20th place in 2017, it was objectively recognized as the highest level of security power.

In the past year alone, 43 countries and international organizations around the world have requested security cooperation with the Korean police, and it has raised the status of Korea by transferring technology and exporting equipment.

The police also played a big role in responding to the coronavirus.

340,000 police officers took the lead in quarantine activities, including patient transfer and epidemiological investigation, and the’Vaccination Support Headquarters’ is supporting smooth vaccination.

Above all, the joyful and valuable achievement is the growing public confidence in the police.

It is the result of the police themselves, by doing their best to protect the safety of the people, and laying the institutional foundation for reform themselves.

Our police introduced human rights impact assessment for the first time as a government agency, and implemented bold innovations such as restorative police activities and dialogue police systems.

It is equipped with a tight control device from investigation to case submission to closing.

The’triple screening system’ was also established by the investigative examiner, the responsible investigative instructor, and the police investigation civic committee.

Now, criticisms such as torture, cruelty and human rights violations in police investigations have disappeared.

Intensive self-innovation is the shortcut to raising the people’s trust.

The police are the faces of the nation that the people look for first when they are in trouble.

When the people are relieved to see the police’s face, I will support and support the police even more.

I believe that the enthusiasm and ambition of the young police officers who are appointed today will serve as a new engine for innovation and increase the trust of the people.

Dear police family, this year marks the first year of the most groundbreaking reforms in police history.

Reform laws were implemented to increase democratic control of the people.

The position and role of the police in criminal justice process has changed.

As the independence of police investigations increases, accountability should also be remarkably increased.

The National Investigation Headquarters, which will play a central role in the national investigation, has also been launched.

I hope that a responsible investigation system will be established based on the firm principles of checks and balances and political neutrality.

Today, with the wishes and expectations of the people, shame was presented to the flag of the National Investigation Headquarters.

Please respond to the expectations and trust of the people with the investigative competence that meets your responsibilities.

The new police officers who are appointed today will be assigned to the investigation department for the next three years.

We look forward to developing comprehensive investigation skills and becoming a pillar of the police.

The case of suspicion of real estate speculation by employees and public officials of public institutions is the first test bench for the investigation capability of the National Investigation Headquarters.

Please be sure to catch the speculative behavior that harms the fairness of our society and corrupts the public office.

In addition, I hope that this will be an opportunity to maximize the country’s investigative capacity through organic cooperation with the prosecution and other related agencies.

On the basis of rigorous investigation and law enforcement, we must make this case an opportunity to reform public institutions and renew the integrity of public officials.

The self-governing police system, which is being operated as a pilot, will be fully implemented in July.

We need to make every effort to prepare so that the’integrated security service’ tailored to the region that links the security administration and the local administration can be settled quickly.

As the change to a non-face-to-face society due to corona is accelerated, traditional crimes such as the five major crimes have decreased, while crimes using cyberspace are increasing.

I hope that you will more firmly deal with unfair trade and fraud in the wake of disasters, abuse and violence against children and women, and heartless crimes targeting the socially underprivileged, such as youth, the disabled, and the elderly.

In particular, we urge you to protect the safety of the people more carefully through preemptive and preventive police activities that actively intervene before any damage occurs.

The government, too, will fulfill its responsibilities to ensure that all of the police and family members can fulfill their responsibilities with pride.

We will further develop laws and systems to support responsible law enforcement, and we will continue to improve treatment, including the increase of 20,000 workers, which we pledged to do.

I will never forget the sacrifice and dedication of the police.

Last year, we lost seven police officers, including the late Sergeant Lee Seong-rim, who passed away during traffic control on the way home from work.

Many people are struggling with large and small injuries.

I would like to express my deep consolation to all of the police families who are suffering from death and daydreaming, and we will make special efforts to honor and support those who died and daydreamed.

Young policemen, I now command you to’hold the hand of the difficult people first.’

It grants you the heavy duty of protecting the safety of the people.

Advance with the people, with strength and confidence.

The people will also be with you with deep trust and love on the path of devotion you have chosen for the 1st Reform Police Department.

Please keep in mind that you are the face of the country.
