[현장생중계]Measures for the’LH Incident’ Real Estate Inspection Meeting… Discussing measures to eradicate speculation (March 17)

From now on, the 17th Real Estate Market Inspection Ministers’ Meeting will begin. Following the announcement of the results of the first investigation into the public officials of the last joint government investigation team regarding the LH incident, the joint special investigative headquarters’ investigation into spouses and direct relatives is in full swing.

When speculation charges are confirmed, the government will punish the most severely and take all necessary measures to ensure that speculation profits of speculators are recovered.

In addition, the government not only established fundamental measures and system improvement to eradicate real estate speculation by public officials, including LH, but also completely reformed the illegal and unfair practices of the real estate market, including public officials and the private sector. I would like to say once again that I will be obsessed with doing it.

To this end, following the close-out countermeasures meeting several times last week, today’s meeting of the related ministers of the real estate market inspection intensively discuss measures to eradicate speculation and prevent recurrence, as well as measures for LH transformation.

Currently, review work is underway with the goal of finalizing and announcing the above two measures by the end of this month after quick and serious discussions with relevant ministries and related organizations.

First, in the case of measures to eradicate speculation and prevent recurrence, measures are being prepared throughout the entire process, such as prevention, detection, punishment, and redemption of real estate speculation, along with measures to completely eradicate real estate obstruction, including four major illegal unfair practices that disturb the real estate market. We are also actively working together.

Meanwhile, in relation to the reform of the LH transformation, the government has established the role and function, organization and manpower, business structure and promotion of LH, a huge public company with a manpower of 10,000 people and an asset of 185 trillion won, as well as strengthening integrity and ethical management. We are thoroughly inspecting all parts until now, and we are currently reviewing the strongest and most reasonable innovation plan.

However, in the process of preparing detailed innovation plans, I would like to mention that the review is being carried out with special attention to the fact that there should not be a momentary gap in LH’s existing housing supply measures for real estate stabilization.

Meanwhile, even after the LH crisis, the real estate market continues the trend before that, with the price increase gradually decreasing. In this regard, some are concerned and pointed out that the government’s 8.4 real estate measures, 11.19 pre-generation measures, and 2.4 housing supply measures, including the 3rd new town construction, may not proceed as planned or may retreat.

As the government has already stated several times, I would like to emphasize once again that the real estate policy, including the housing supply countermeasures, will never be shaken, stopped, and consistently pursued as planned.

With the construction of the third new city, 243,000 houses are scheduled to be supplied. If such plans are delayed or canceled without countermeasures as we are trying to determine the opportunity, it will lead to a sense of loss and suffering from the now homeless, the common people, and the youth, as well as the generation of our children in the future.

Therefore, among the 2.4 measures, the government plans to sequentially disclose candidate sites from the end of March after reviewing the possibility of the project among about 170 locations proposed by local governments in relation to public redevelopment projects.

In April, we are also planning to announce the 2nd new housing site with a scale of 150,000 units according to the 2.4 measures as planned. In particular, in the case of this second housing site, we will announce it while taking strict measures such as seeking out speculative forces through analysis of land transaction details before and after the announcement of the housing site and requesting an investigation.
