The Blue House explained that what President Moon said was an adoption system called the’advance consignment system’, and that it was meant to supplement this, but it has gone as if it were promoting dismissal.

Advance referral is a method in which the adoptive parents take the child out of the house, stay together, and then decide whether to adopt a child.

You can stay and give up adoption.

The Blue House explained that President Moon expressed this as canceling the adoption or changing the child.

Advance consignment is still possible now.

However, it is not established by law, it is a practice.

So there is a voice calling for institutionalization.

Five years ago, in Daegu, a three-year-old child was assaulted and killed by his adoptive parents during the pre-consignment period, and related laws appeared in the National Assembly but were abolished.

The pre-commissioning system was discussed at the National Assembly 18 years ago, and this opposition was met.

It’s unethical to try raising a young child like a test subject.

If institutionalization is attempted, the point is that the controversy must be cleared, and President Moon publicly emphasized the reasons why it should not be done while introducing this system today.
