[정치]South Korea-US’temperature difference’ in North Korea provocation… pay attention to’complete coordination’ of North Korea policy

[앵커]

After North Korea’s ballistic missile launch, the ROK-US leaders each showed a temperature difference, releasing messages focused on dialogue and hard-line responses.

As the Biden administration’s new policy toward North Korea is debated at the meeting of the heads of the Korea-US-Japan security office next week, it is noteworthy whether the’complete coordination’ promised by the ROK and the United States will be achieved.

The day after North Korea’s ballistic missile launch, the leaders of the ROK and the US each threw a message.

President Moon Jae-in emphasized the stance of inter-Korean communication while expressing concern over North Korean provocations.

[문재인 대통령 (어제) : 지금은 남·북·미 모두가 대화를 이어 나가기 위해 노력해야 할 때입니다. 대화의 분위기에 어려움을 주는 일은 결코 바람직하지 않습니다.]

At the first press conference, US President Biden focused on the warning.

It is clear that North Korea’s launch of ballistic missiles is a violation of the resolution of the UN Security Council and will respond to tensions accordingly.

[조 바이든 / 미국 대통령 (현지시각 25일) : 우선, (북한이) 특정 미사일 발사 시험으로 유엔 안보리 결의 1718호를 위반했습니다.]

Although there is a temperature difference between warning and dialogue, there is a consensus between the two leaders that North Korea is the top priority foreign policy.

The Biden administration’s new policy toward North Korea is also expected to be finalized in a three-way discussion with the heads of the ROK, US, and Japan diplomatic offices in Washington.

While it is expected to take a parallel tactic of’dialogue and pressure’, it is interesting to note whether the North Korean provocation will become a variable in the level of North Korea policy.

As Korea and the United States have pledged to’complete coordination’ of their strategy toward North Korea, it is also the key to how Japan and the Korean government, which are ordering a strong response, will narrow the gap.

The Blue House is paying attention to the fact that both countries have left room for dialogue, such as, for the first time, that Chairman Kim Jong-un was absent from North Korea’s missile launch test, and President Biden also mentioned diplomacy with the premise of denuclearization.

The North Korean provocation is inevitably embarrassing for the South Korean government, who tried to persuade North America to make a phase in which dialogue can be resumed promptly.

Some analysts say that President Moon, who emphasized reactivation of the peace process on the Korean Peninsula for the remainder of his term of office, will try to resume dialogue on its own.
