The first campaign was held during the election holiday in Busan.
The ruling party candidate appealed for a powerful mayor to save Busan, and the opposition candidate appealed for a vote, insisting on a referee for the regime that was in a total difficulty.

Democratic Party candidate Kim Young-chun and People’s Power Park Hyeong-jun both selected their first campaign as a traditional mayor.
Candidate Kim, formerly the Minister of Oceans and Fisheries, showed confidence that he is the right person to lead the maritime city of Busan.
He appealed to take responsibility for the development of the new Busan economy based on his experience in attracting new Gaduk Airport, redevelopment of the North Port, and revitalization of the shipbuilding and shipping industries.

He criticized the opposition candidate who came up with the theory of regime responsibility for mistaking the Busan mayoral election as a presidential election.
[김영춘 / 더불어민주당 부산시장 후보 : 정부 도움도 받고 국회 도움도 받아서 부산 부활의 골든 타임을 놓치지 않고, 수술하고 발전시켜 북적북적한 도시를 만드는 그런 시장이 뽑혀야 할 것 아닙니까.]
Candidate Hyung-joon Park, the power of the people, criticized the current regime’s incompetence, saying that nothing worked out, such as economy, real estate, diplomacy, and national defense.
He stressed that he is a proven candidate for mayor, who has served as a member of the National Assembly, the Secretary General of the National Assembly, and the Blue House Chief.

The reaction was absurd to the various suspicions raised by the ruling party, such as the sale of L-City, sculptures, and unregistered houses.
