[선박 설계 전문가 : 사고 1차적 원인은 선주한테 있고. 단면을 자세히 보니까 안에 부재가 누락 됐더라고요. 다시 도면을 작성하고 부재 개선을 해서 정리를 했어야 하는데 그걸 안 한 조선소의 잘못이죠.]

The shipyard explained that it was made more robust by applying a new construction method.
