[일문일답] Byun Chang-heum “New residential land, 3rd new city additional quantity…not 4th new city”

Minister of Land, Infrastructure and Transport Byun Chang-heum said on the 4th, “It is necessary to understand that this is the quantity added to the 3rd new city,” regarding the plan to supply 260,000 households through the new designation of public housing sites. It drew a line on the observation that the 3.5 to 4 new towns could be developed depending on the supply scale.

Minister Byeon said at a briefing at the’Public-led 3080+, a plan to radically expand housing supply in metropolitan areas’ held at the Seoul Government Complex on the same day. We plan to announce it in two or three times as soon as local government agreements are completed.”

Regarding the decision to exempt the reconstruction excess profit return system for public reconstruction projects, he said, “Because it is a project that is directly carried out by the public, we do not apply the reconstruction excess profit return system applied to private-led reconstruction projects.”

—If you supply 260,000 new residential land, what is the specific announcement schedule? If this amount is enough, can you actually see it as a 4th new town?

“With the announcement of an additional 260,000 households as new residential lands, you may think that there is a new city plan due to the quantity. We have already announced the 3rd new city, and this is the quantity added to the 3rd new city. Most of the The location has been confirmed, but we did not disclose the specific location in this announcement in order to finely adjust the area or to make a complete agreement with the local government. We will announce it in two or three times soon as soon as the local government agreement is completed.”

—Are the new supply and sales standards established this time only applied to the quantity supplied from the city center?

“The standard for supplying housing in public housing has already been established, and there are quantities waiting through subscription savings for a long period of time in public housing. It is expected to be applied only to public housing complex projects or maintenance projects carried out by the public.

These quantities were initially sold to private sectors unless the’fast track’ method was applied. Since the private pre-sale method is converted to the public pre-sale method, it is intended to induce the supply of inexpensive public pre-sale in Seoul and especially in the city center by applying it from the private method. We will induce the supply of cheap public pre-sale supplies in Seoul as well. In the past three years, public supply in Seoul is less than 5% of the total supply, so only those who have accumulated subscription scores for a long time have been applied (winning). In the future, we will give supply opportunities to those in their 30s and 40s through a lottery.”

—The reason why we do not impose an excess profit burden on reconstruction for this maintenance project directly implemented by the public.

“The reconstruction excess profit burden applied in public reconstruction is a method imposed on the union. In this presentation, public corporations directly implement the project, and public complex projects are conducted by the Public Housing Special Act in a way that the public corporation leads the project. Therefore, the provisions that apply to existing privately-led reconstruction projects are not directly applied. It should be understood that the reason why the reconstruction excess charge is not applied is because it is a project that the public does directly, contrary to the expectation that it will not apply to general reconstruction.”
