Small businesses with annual sales of 1 billion won or less, as well as companies that have been banned from collectively and restricted operations, can receive subsidies, all of which should decrease their sales in 2020 compared to 2019 (based on VAT sales reported by the National Tax Service). The 10 industries whose average sales in 2020 decreased by more than 20% compared to 2019 are specifically classified as’management supervisory business types’ and receive 2 million won.

There is also the opposite case. Kim Jong-gu (pseudonym, 34), who runs an editing shop in the Incheon area, saw last year’s sales increase compared to 2019. This is thanks to the sales of products with a negative margin structure throughout the year with a focus on normalizing sales. It was a hurdle to reduce the burden and increase sales. On the other hand, the operating profit of the editorial shop turned to negative as the burden of fixed costs such as rental and labor costs did not decrease. However, there is a high possibility that Mr. Kim will not be included in this subsidy. Anyway, this is because sales increased compared to the previous year.

If this calculation is followed, it can lead to side effects that benefit the self-employed, who are relatively well-off. It is explained that although the extent of the decrease in sales may not have any correlation with the damage to the self-employed sector, it is not a number that fully reveals the damage.

As an alternative, it is argued that’Let’s use income data instead of sales’. Income is the money that self-employed people actually collect after subtracting fixed expenses such as rent from sales, so it is an index close to’net profit’ in terms of companies. The problem is that the government has not yet obtained income data for 2020. The time for self-employed persons to report their comprehensive income tax in 2020 is in May this year, but if the data are collected, support is not possible during the first half of the year.

On the other hand, the self-employed sales data is already in place. This is because the declaration of VAT, which is a consumption tax on sales, was completed in February. An official from the National Assembly said, “Even when the 2nd and 3rd disaster subsidies were sprayed, based on the card data secured by the National Tax Service, the’revenue reduction’ was questioned, but the noise was not too much.” The reason for this was that the Ministry of Strategy and Finance emphasized the promptness of support.”

‘Sales indicator’ that does not reveal the damage of self-employed people
