Both Democratic Party candidate Park Young-sun and People’s Strength candidate Oh Se-hoon entered a pledge competition to win the vote. In the real estate pledge that will determine the election, the two candidates are sharply opposed. With all of the leading candidates taking supply measures as their main pledge, Candidate Park came up with a supply policy focused on public reconstruction, and Candidate Oh came up with revitalization of private reconstruction. Experts pointed out the candidates’ commitment and feasibility.

What about the housing supply?朴 “Cheap Public” VS 吳 “Fast Private”

The real estate pledge that the leading candidates of the mayor of Seoul are focusing on is’housing supply’. Both candidates are in the position of easing redevelopment and reconstruction. However, in the methodology, Candidate Park is more focused on public-led maintenance projects and Candidate Oh is more focused on private maintenance projects.

Candidate Young-sun Park first made a pledge to ease the redevelopment regulations for the reconstruction of old apartments and the redevelopment of low-rise residential areas in the Gangbuk station area. In addition, it plans to supply 300,000 units through public housing within five years. The main supply measure is that the government owns land and supplies half-price apartments through a’land lease’ project in which only the ownership of houses is handed over to sellers.

Candidate Park believes that it is possible to supply a half-price apartment of 10 million won per 3.3m2 within two years by utilizing 20 public rental housing sites 30 years after it was built. In addition, candidate Park’s draft supply is to supply small-sized houses at low cost through various municipal and state-owned lands such as the Yongsan maintenance center site. The plan is to use the site of water recovery centers in various places such as Jungnang, Tancheon, and Southwest, and the site of transportation islands on major arterial roads as housing sites.

Meanwhile, in the case of existing urban regeneration projects, there is a possibility to induce conversion to projects such as public redevelopment according to residents’ needs.

On the other hand, Candidate Se-Hoon Oh is a plan to quickly supply housing through private maintenance projects (Speed ​​Housing Supply Part 2). Candidate Oh emphasized that the private-led maintenance project is a way to quickly supply 360,000 new homes within five years. Candidate Oh is planning to supply homes for 185,000 households through the normalization of reconstruction and redevelopment with the existing new town.

The deregulation of reconstruction and redevelopment also emphasizes’speed battle’. Candidate Oh has insisted that he will lift restrictions on some areas of reconstruction and redevelopment in Seoul within a week when he took office. It is planned to abolish the regulation on the 7th floor and below of the Type 2 general residential area that exists only in Seoul. The floor area ratio, which is 30-100% lower than the national legislation, is also raised. The 35th floor regulation set in some areas along the Han River will also be abolished.

In the case of public housing, Candidate Oh plans to provide win-win housing, a type of public housing through long-term jeonse housing and land lease, as private land rental-type public housing. In addition, in the case of detached houses, the owners who own small parcels will jointly develop them to provide incentives and provide’moa houses’.

Seoul city planning and tax reform?

In terms of urban planning that will change the appearance of Seoul in the future, both candidates are making differentiated pledges. Candidate Park came out with a pledge of ’21 minutes of compact city transformation’. It is designed to subdivide Seoul into 21’compact cities’ with 500,000 population units. Each compact city is planned to be transformed into a near-direct city where you can enjoy living infrastructure such as work and shopping within 21 minutes.

Candidate Oh put into his pledge the’living city plan’ that evenly arranges various cultural facilities, commerce, leisure facilities, and green areas. In addition, Seoul will be composed of three’economic axes’, and appropriate development will be focused on each axis. The underground section of Seoul Subway Lines 1~9 and around the stations of 11 autonomous districts such as Geumcheon and Guro will also be developed in high density.

Meanwhile, regarding the tax reform, Candidate Park said that there is no plan to reduce property tax. On the other hand, Candidate Oh has made one of his main pledges to cut the property tax rate and reduce the property tax for one household and one homeowner.

The supply, urban planning, and tax commitments

How realistic is the real estate supply plan for the two candidates whose correction period is a little over a year? Lee Eun-hyung, a senior researcher at the Korea Institute for Construction Policy, said that both candidates are in the same position to officially ease reconstruction and redevelopment. There will be.”

The researcher continued, “Because Candidate Park’s public maintenance project is in line with the central government’s stance, there will be no big crowds in the progress of the project. In the case of Candidate Oh, it is highly likely to promote reconstruction projects such as Gangnam, which has strong symbolism. There is a concern of conflict with the central government policy, but it seems that it will be possible to achieve the tangible results aimed at in the maintenance project by only pursuing procedures that can be promoted by the city of Seoul.”

Regarding the urban planning proposed by the two candidates, the researcher said, “In the case of some pledges. He pointed out that there are many new attempts that have not existed before, and that pilot-level projects are also meaningful in urban development.” However, the researcher said, “The pledge to secure housing by making roads and subways underground is problematic. When looking at the area, there are so many places with heavy traffic, and if you build a house with a basement in this place, there is a lot of room for the traffic crisis to worsen due to parking problems. In addition, there is a problem with the residential environment, which makes it less realistic.

Seo Jin-hyung, president of the Korean Real Estate Association (Professor of Kyungin Women’s University), said, “When Candidate Oh is elected, it is possible to expect the revitalization of private reconstruction within the scope of the mayor of Seoul. On the other hand, in the case of passport candidates, they are crying out for liberalization of reconstruction, but it will not be easy to go against the government’s redevelopment regulation policy.”

As for the supply target, Chairman Seo predicted, “It will not be difficult to achieve about 70~80% of the target if it is a five-year period considering re-election.” Regarding Candidate Oh’s pledge to reorganize the tax system, Chairman Seo said, “The publicly announced site of the current government should go against policy directions such as strengthening the ownership tax or strengthening the capital gains tax through the actualization rate. Therefore, it should be considered that it will only be able to suggest practical improvement of the local tax system. In addition, it is unlikely that the current passport will accept it.”
