Even if the government’s basic plan for power supply and demand is different from the basic plan for energy, the basic plan of the government is an unconstrained administrative plan, so it is illegal or procedurally defective only because the contents of the lower plan and the upper plan are different. I judged that it was difficult to say that there was.

This audit was conducted by the Ministry of Trade, Industry and Energy and the Ministry of Science and ICT in a written audit method for 10 days from January 11th. After that, an interview was conducted to confirm the facts.

The Board of Audit and Inspection conducted an audit on the adequacy of the procedures for establishing the 3rd Basic Energy Plan and the 8th Basic Electric Power Supply Plan, which were announced in June 2019 and December 2017, respectively. It is interpreted that these plans contain measures to reduce nuclear power and are aimed at the government’s post-nuclear power policy.

However, the auditor explained, “The scope and focus of this audit is related to the public interest audit and public audit claims, and does not apply to the government’s policy decisions on energy conversion or the justification of the purpose.”

In this regard, the Democratic Party also criticized the audit of the Board of Audit and Inspection in January, saying that it was a “superior idea” and “is suspicious of whether it was the disclosure of the director of the auditor’s individual energy policymakers.
