The government reorganizes social distancing in the direction of enhancing accountability based on participation, cooperation, and autonomy.

Tae-ho Yoon, head of the quarantine prevention headquarters of the Ministry of Health and Welfare, said at a regular briefing at the Central Disaster and Safety Countermeasures Headquarters on the 5th. “We want to come up with a plan to reorganize the distance that we have,” he said.

“We will review the plan to reorganize the distance based on participation, cooperation, and autonomy rather than coercive measures,” said Mr. Yoon. “To this end, following the first public debate, the 2nd public debate and expert discussions In addition, we are fully collecting opinions through group councils and roundtables by industry.”

The government will decide whether to keep social distancing and adjust the quarantine rules, and announce the contents at the Central Disaster and Safety Countermeasures Headquarters for Corona 19 Response. It is a promising plan to extend the door of restaurants, such as bars, to 10 p.m. for an hour. We will start the regular briefing on Friday, February 5.

As of today’s 0 o’clock, there were 351 domestic patients and 19 foreign patients. Yesterday, eleven people died. We wish the deceased in condolences and offer deep consolation to the bereaved families.

First, let me tell you about the quarantine response situation.

Yesterday, a total of 75,000 tests were performed. 44,000 people were tested at screening clinics nationwide, and about 31,000 people were tested at temporary screening clinics. If you have any doubts, please visit the nearest laboratory or screening clinic to take the test.

I will explain the medical response situation.

With the continuous expansion of beds, the medical system has sufficient capacity to respond. There are 507 beds for critically ill patients with Corona 19, and about 12,000 beds for spare beds for moderate and mild patients. There are currently no patients waiting for bed assignments. In addition, we will make every effort to treat self-quarantine.

By supplementing and synthesizing the existing guidelines, we plan to provide detailed step-by-step instructions for self-quarantine, officials in charge, and medical institutions. In the case of urgency and low need for face-to-face treatment, we plan to recommend treatment after self-isolation ends or to receive treatment or prescription through non-face-to-face treatment. In the case of scheduled treatments such as chemotherapy, dialysis, delivery, etc., we plan to receive treatment according to the guidance of the official in charge, and to promptly receive treatment at a designated medical institution or emergency medical institution for emergency matters.

Next, I will tell you about the plan to strengthen support for psychological support in response to depression.

Since January of last year, the government has been providing psychological counseling to corona19 patients, isolated people, and medical staff. To date, we have provided about 3.81 million psychological support including 1.33 million psychological counseling. Expectations for vaccines and treatments are rising, but on the one hand, many people are experiencing economic and mental difficulties due to the prolonged COVID-19 outbreak.

According to the Corona 19 National Mental Health Survey, last year’s depression risk group increased from 3.8% to 20% in 2018, and the rate of suicidal thoughts increased from 4.7% to 14.8%. Accordingly, the government intends to strengthen psychological support in response to corona depression.

First, we are conducting anti-corona depression prevention activities for all citizens. Anyone can receive psychological support through the psychological counseling hotline 1577-0119. We will also strengthen the provision of non-face-to-face psychological support information using mobile apps.

Second, we will strengthen customized psychological support. If you are confirmed as a COVID-19 patient or are in quarantine, we will preemptively provide psychological support services within 3 days. Even after Corona 19 is cured, we will conduct regular psychological counseling. We will also provide customized psychological support for workers and job seekers suffering psychological difficulties due to Corona 19, young adults suffering from difficulties, and seniors living alone.

Third, to manage the exhaustion of Corona 19 responders, we will provide a cultural and artistic forest healing program with relevant ministries and the National Trauma Center.

Lastly, regional trauma centers will be increased from 2 to 5, and disaster psychological recovery support groups will be operated in 17 provinces nationwide. Through this, we will support the systematic psychological support. As Corona 19 is prolonged, we will make more active efforts so that people who have a hard time can receive the necessary psychological support.

Next, I will tell you about special quarantine management measures for restaurants and cafes in preparation for the explanation section.

The Ministry of Food and Drug Safety conducts special quarantine inspections for restaurants and cafes with local governments from February 1 to 14. Each local government is planning to intensively check whether the quarantine rules are observed, such as restrictions on business hours and prohibition of admission for more than 5 people, focusing on restaurants, cafes, etc.

In addition, the Ministry of Food and Drug Safety is intensively inspecting compliance with quarantine regulations, such as wearing masks and managing access lists, centering on major franchise coffee shops. For businesses that violate the quarantine rules, we will take strict measures, such as imposing a fine.

Meanwhile, we are conducting campaigns with related associations to voluntarily comply with quarantine regulations for citizens. Always wear a mask at restaurants, cafes, etc., except when eating or drinking. Please refrain from talking when eating with your mask off.

From January 26th to today, the average number of domestic patients per day for a week is 362. Although the number of patients is gradually decreasing, we believe the risk of coronavirus remains. Infections caused by personal contact are also increasing, and patients are occurring in various daily living spaces such as restaurants, workplaces, hospitals, and sports facilities.

Coronavirus can occur significantly anywhere in an enclosed space with poor ventilation where a large number of people gather. I once again urge the citizens to avoid close, dense, and enclosed places. In particular, be careful in a closed room that is not ventilated.

It has been over a year since the coronavirus has spread worldwide. The pandemic continues in many countries around the world, and mutant viruses have recently been discovered. The fact that the situation in Korea is relatively stable compared to those of overseas advanced countries, where tens of thousands of patients occur every day is thanks to the people who actively participate and cooperate in social distancing.

I am deeply grateful once again to the people who are participating in the efforts to distance themselves even in the midst of difficult times. In May and November, the government has continuously revised and supplemented social distancing measures by reflecting the opinions of experts in various fields such as ministries, local governments, quarantine, economy, and society based on scientific facts known to date.

Again, based on the characteristics of the third epidemic and the experience of the past year or so, we intend to devise a plan to reorganize the distance to minimize side effects while strengthening quarantine. We will review measures to reorganize distance based on participation, cooperation, and autonomy rather than a uniform coercive measure, in a way that enhances accountability.

To this end, we are collecting sufficient opinions through the 2nd open discussion, expert discussions, and meetings with industry-specific organizations and councils following the first open discussion. Until we come up with a plan to wisely resolve the dilemma of quarantine and daily recovery, please follow the current quarantine rules as you have done well so far. The government will do its best to preserve the precious daily lives of the people. Thank you.
