[서울=세계타임즈 이장성 기자] In the 1980s, when the 150,000m2’Gwangwoon University Station Area Logistics Site’, which led to the activation of the local economy in the 1980s, was turned into a hate facility due to deterioration of facilities and dust, noise, etc. It will be reborn as a new economic base.

All facilities such as cement silos, garages, and distribution warehouses on the site were relocated to other locations at the end of last year. Currently, only the facilities on the site remain.

The Seoul Metropolitan Government announced that it has finalized the development plan for the’Gwangwoon University Station Area Development Project’ after about a year of preliminary negotiations with KORAIL (land owner) and HDC Hyundai Development Company (operator).

The’pre-negotiation system’ is a system in which public and private businesses establish specific development plans and change urban plans through prior negotiations for large-scale development sites of 5,000 square meters or more. It is intended to enhance the efficient use of land and publicity of urban development projects.

The’Gwangwoon University Station Area Development Project’ is a project to create jobs and strengthen local self-sufficiency by having complex functions such as housing, business, sales, and culture in the distribution site (land area 14,816㎡) within the Kwangwoon University Station area.

According to the results of prior negotiations, the site is developed by dividing into three uses (commercial business, complex, and public land). A landmark building with a height of up to 49 stories, equipped with hotels, business and sales facilities, etc. will be built in the’commercial business site’. In the’complex site’ where commercial and residential facilities are located, a multi-purpose apartment complex with a scale of 2,694 households will be created. A total of 11 apartments with the highest 49 floors (35~49 floors) will be built. Shared offices and shopping centers will be built on the lower floors (total area of ​​about 655 thousand square meters).

In the’public land’ (11,370.2㎡) secured by public contributions, about 267 billion won from public contributions from the development project will be used to create convenient facilities for residents and 320 households of public housing. It is expected that living SOCs such as libraries, youth start-up support centers, and community centers will be expanded to increase the convenience of residents.

The city has begun a basic plan establishment service for the purpose and size of the introduced facility, operation plan, and detailed design promotion plan for public land that is expected to be secured for public contribution from October last year.

In the future, the opinions of autonomous districts and residents will be actively collected to determine the facilities (uses) and scales to be introduced. It is planned to come up with a creative design plan in ’22, when the construction of the private development site starts after a competition for the construction plan.

Using public contributions, Seoul will dramatically improve not only facilities within the development project site, but also infrastructure such as roads for residents in the vicinity of the Gwangwoon University Station area. The East-West connecting road connecting Wolgye-dong and Gwangwoon University Station, which had been disconnected from the railway and logistics site, was newly established, and two pedestrian overpasses (around the Community Center and Seokgye-ro) were also created to increase accessibility to the logistics complex.

In addition, a three-dimensional pedestrian path will be created so that citizens from Seokgye Station can access the distribution complex. In addition, the section connecting the existing Gyeongchun Line Forest Road Park to the distribution complex will be newly connected, and infrastructure necessary for the region will be newly built and maintained, such as remodeling the pedestrian overpass at Gwangwoon University Station and improving the structure of the tunnel bridge on the south side.

The city plans to decide by July a district unit plan that changes the existing site use, etc. through the Urban Construction Joint Deliberation Committee (designing and deciding urban management plans) so that the project can be carried out smoothly in accordance with the development plan. Construction will begin in the first half of ’22 as soon as the related administrative procedures are completed.

On the other hand, the site of logistics facilities in the Kwangwoon University Station area was selected as a target for negotiation when the city introduced the’Urban Plan Change Pre-Negotiation System’ in 2009. Suffered. However, with the active cooperation of the city and the landowners of KORAIL, Nowon-gu, and local council members, the project was on track in June 2017.

KORAIL selected HDC Hyundai Industrial Development as a developer (concluded a business agreement on December 17) through a public offering for private businesses (‘17.6.).

Since then, Seoul City and KORAIL have begun preparing for pre-negotiation from May 19th. Based on KORAIL’s project proposals and winning works for the idea contest, the’Business Development Plan (draft)’ was jointly established, and the plan was supplemented through several process of collecting opinions such as consultations with related departments and expert advisory meetings.

During the pre-negotiation process, the Seoul Metropolitan Government held fierce discussions on various issues through the’Negotiation and Mediation Council’ for a total of six times for a year (‘20.2.~’21.3.).

The’Negotiation and Mediation Council’ is a negotiating body that oversees and coordinates all prior negotiations. It supervises the selection of negotiation agenda, exchange of public-private interests and mediation, objective review of issues, and derivation of consensual alternatives. It consists of a total of 10 people, including public, private, and external experts.

The’Negotiation and Coordination Council’ reviewed the appropriateness and alternatives for various issues such as transportation improvement measures, construction plans, introduction purposes, infrastructure, public contribution plans, integrated connection plans with surrounding areas, and district specialization plans, which are major core agendas. Public contribution was decided in consideration of public interest and policy realization.

Lee Sang-myeon, head of the Seoul Public Development Promotion Group, said, “The site of the logistics facility at Gwangwoon University Station, which has been driven by local economy revitalization in the past, has been requested by local residents due to aging facilities, will be reborn as a new economic base in the northeastern region where business, commerce, and housing are harmonized.” He said, “I will do my best to increase the self-sufficiency of the region and make it a center that develops together with the surroundings.”
