The government is considering a plan to recover the performance pay of executives when the allegations of land speculation by employees of the Korea Land and Housing Corporation (LH) are confirmed to be true.
On the 9th, the Ministry of Strategy and Finance said, “If real estate speculation is confirmed to be true according to the results of a joint investigation conducted by the government centered on the Prime Minister’s Office, it is strictly reflected in the management evaluation of public institutions, and strong measures such as lowering the existing evaluation grade and recovering incentives are implemented We plan to review it.”
LH received the’Excellent’ (A) rating in the 2019 public institution management performance evaluation. The government pays incentives differentially based on the results of management performance evaluation. Based on these evaluation results, LH paid a total of 539.3 million won as incentives to seven executives last year. It is the largest among public institutions.

However, as it was revealed that LH employees were heavily involved in allegations of speculation in the new cities of Gwangmyeong and Siheung, Gyeonggi-do, criticism about the huge incentives was intensified. The anti-corruption economic crime investigation unit of the Gyeonggi Southern Police Agency put 67 investigators to seize and search the headquarters of LH in Jinju, Gyeongsangnam-do, while banning the departure of 13 employees involved in the case.
Accordingly, the Ministry of Science and Technology said that if the government’s investigation reveals that LH employees’ allegations of land speculation are true, they will reflect this and correct the previous management evaluation score and proceed with the return of incentives.
Earlier, when it was revealed that the employees of Korea Railroad Corporation (KORAIL) manipulated the customer satisfaction survey in the process of evaluating public institutions, the government reflected this in the evaluation and gave it an inadequate (D) grade where incentives are not paid.
KORAIL received a suspicion that some employees pretended to be customers with the intention of getting high evaluation of their own management performance and getting a lot of incentives, intervening in a customer satisfaction survey, and manipulating the results, and this fact was confirmed in April of last year through a government audit.
