The additional budget (additional), which passed the National Assembly plenary session on the 25th, increased disaster subsidies for travel and performance businesses, which are heavily damaged by Corona 19, and newly included farmers and fishermen and chartered bus drivers as targets for support. As the subsidy increased, the budget for job projects was cut, and the total amount of supplementary budget was slightly reduced compared to the government draft.

Initially, the government planned to provide 2 million won in subsidy (plus fund for small business owners) by newly designating business areas whose average sales declined by more than 20% from last year among general business types that were not collectively prohibited or restricted. However, in the course of discussions at the National Assembly, the business sectors at risk were further divided into three classes, and the subsidies were also differentiated.

For industries where sales declined by more than 60%, such as the travel industry, the subsidy was increased from 2 million won to 3 million won. It is the same amount as in the group-restricted businesses such as restaurants, cafes, and PC cafes. Business sites with a 40-60% decline in sales, such as the performance industry, also increased the subsidy to 2.5 million won. Other business sectors at risk of management receive 2 million won according to the government’s proposal. The specific industries that will receive the subsidy will be announced by the Ministry of SMEs and Startups soon. Among the prohibited industries, 5 million won will be paid to 11 industries, including indoor sports facilities and karaoke rooms, which have been extended in the quarantine guidelines announced on January 2, as originally planned. Winter sports facilities such as academies and ski resort facilities, where the group ban was lifted on January 2, also retained the payment of 4 million won. In general, the payment amount (1 million won) remains unchanged.

Agricultural and forestry fisheries whose sales declined due to quarantine measures decided to provide a voucher worth 1 million won to 32,000 households. They were not included in the support under the government plan. Small, small sea bass give out vouchers worth 300,000 won to 460,000 households. The loan limit is 10 million won and the interest rate is 1.9% per year. With this increase in payment targets and amounts, the disaster support fund increased by 1.4 trillion won compared to the government plan. However, while reducing 1.4 trillion won in other fields, the total amount of the supplement was reduced by 40 billion won to 14,94 trillion won. 280 billion won was dropped due to the reduction in the helper project for separating and discharging recycled products out of the job budget. 800 billion won was reduced as the budget for the small business loan project was diverted to support for low-credit people. Considering recent interest rate fluctuations, the interest rate on government bonds was adjusted, resulting in a decrease of 360 billion won.

Disaster subsidies will begin to be paid on the 29th with a text message notification. Hong Nam-ki, Deputy Prime Minister of Economy and Ministry of Strategy and Finance, said, “We have been finalized at the scale submitted by the government and completed the process without further deteriorating fiscal soundness.”
