Tomorrow, in the wake of March 1, a conservative group announced a simultaneous gathering in downtown Seoul, and the court banned all large gatherings and allowed only small gatherings in units of 20 to 30 people.

The police plan to respond strictly to illegal assembly so that it does not spread to a pandemic like last year’s liberation day rally.

First, let’s summarize what the court has decided on the meeting scheduled for tomorrow.

There are a total of 10 applications for suspension of the assembly raised by the conservative group.

Of these, seven cases were dismissed or dismissed by the court.

These are large-scale gatherings of more than 100 people, including those that the Christian Freedom and Unification Party plans to hold a thousand people near Sarangchae in the Blue House.

However, it is not that they did not allow all of the 3/1 assembly.

For three cases, including the 20-member assembly of the Free Korea Corps, small-scale assembly of 20-30 people was allowed.

In addition, a partial request for suspension of enforcement of the ban on vehicle demonstrations issued by the conservative patriot patrol team against the head of the Seoul Police Agency was also cited.

However, it was ordered to limit 9 vehicles to 1 person per vehicle and to comply with 11 quarantine and traffic safety rules.

Large-scale gatherings are not allowed, and only small-scale gatherings are allowed to focus on preventing the spread of Corona 19, right?

Yes, it seems that the public interest of preventing the spread is greater as the risk of spreading Corona 19 increases when many people gather.

In fact, on Liberation Day last year, the court allowed two gatherings in Gwanghwamun with a scale of 1,000 to 2,000 people, and the number of participants increased to 10,000, leading to a second pandemic in which hundreds of corona19 infected people continued.

Since then, the courts have been making strict judgments on the assembly.

It seems that the decision was made in line with the refusal of this large-scale assembly.

However, the total ban on assembly was deemed to essentially infringe on the freedom of assembly under the constitution, so only small assembly was allowed by limiting the number of people.

The Administrative Court’s 5th Division of the Administrative Court, which allowed small gatherings, stressed that although strict adherence to the quarantine regulations was more desperate than ever before, it was needless to say, but the collective freedom of expression should not completely close breathing opportunities or spaces.

The quarantine authorities are also keen to meet tomorrow’s Section 3.1 assembly.

Earlier, Minister of Public Administration and Security Jeon Jeon-cheol requested that the rally should not be a spark of spreading tax.

The Seoul Metropolitan Government and the police also repeatedly emphasized the quarantine rules of the participants, saying that they would strictly respond to any illegal assembly.

So far, the Ministry of Social Affairs has delivered it.
