More than 1,200 corona19 confirmed cases came out at correctional facilities nationwide due to mass infection at the eastern detention center in Seoul.

Although the number of confirmed cases has barely turned to a decline, homework remains to overcome the stigma of being a’reduced country for human rights in prisoners’.

In 2017, the Auditor’s Office of State Affairs chief and then Justice Party lawmaker Roh Hoe-chan pointed to overcrowding in detention centers and laid a newspaper on the floor.

It was a long-standing task, but as a result of putting off childbirth, a group infection broke out in the eastern detention center in Seoul, and more than 1,200 confirmed cases came out.

At the beginning of the group infection, 116.7% of them were overcrowded, so it was difficult to separate close contacts and the quarantine authorities failed in the initial crackdown.

Detainee testimony continued that disinfection or masks were not properly provided, and that cold medicine was prescribed to prisoners who had a fever.

The correctional authorities lowered the density due to the transfer of prisoners in Buryaburya and the expansion of parole, and the spread has entered a sedation after a month.

However, as the problem has not been fundamentally resolved, the risk of further group infection remains.

For this reason, experts point out that policies to reduce the number of prisoners should be implemented and small correctional facilities should be increased.

Justice Minister Park Beom-gye also emphasized countermeasures, such as visiting the Eastern Detention Center as the first official schedule after taking office.

[박범계 / 법무부 장관 : 미봉책으로는 거의 한계에 와 있는 것 같아요. 특별법이 필요한 상태까지 온 게 아닌가 하는 생각이 듭니다. (국제) 인권 기준상 맞지 않습니다.]

In order to improve the human rights of inmates, it seems necessary to change the social perception of viewing correctional facilities as a community, and to discuss specific policies of practitioners based on this.
